RESOLUTION NO. 2002-034 <br /> <br />RESOLUTION TO SUBMIT GRANT APPLICATION FOR LAND <br />AND WATER CONSERVATION FUNDS TO BE USED FOR THE <br />CENTENNIAL PARK PLAYGROUND REHABILITATION <br />PROJECT <br /> <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br /> <br /> Section 1. The City Council of the City of Santa Ana hereby finds, determines and <br />declares as follows: <br /> <br />The Congress under Public Law 88-578 has authorized the establishment of a <br />Federal Land and Water Conservation Fund Grant-In-Aid Program, providing <br />matching funds to the State of California and its political subdivisions for <br />acquiring lands and developing facilities for public outdoor recreation purposes. <br /> <br />The California Department of Parks and Recreation has been delegated the <br />responsibility for the administration of the grant program in California and setting <br />up necessary rules and procedures governing application by local agencies <br />under the program. <br /> <br />Said adopted procedures established by the California Department of Parks and <br />Recreation require the City Council of the City of Santa Ana to certity by <br />resolution the approval of the application and the availability of local matching <br />funds prior to submission of said application to the State. <br /> <br />The proposed Centennial Park Playground Rehabilitation Project is consistent <br />with the Statewide Comprehensive Recreation Plan: California Outdoor <br />Recreation Plan - 1994. <br /> <br />The project must be compatible with the land use plans of those jurisdictions <br />immediately surrounding the project. <br /> <br /> Section 2. The City Council of the City of Santa Ana hereby approves the submittal <br />of an application to the California Department of Parks and Recreation for Land and Water <br />Conservation Fund Assistance to be used for the Centennial Park Playground Rehabilitation <br />Project (the "project"). <br /> <br /> Section 3. The City Council of the City of Santa Ana hereby certifies that the Parks, <br />Recreation, and Community Services Agency has matching funds from Proposition 40 and can <br />finance 100 percent of the project, half of which will be reimbursed. <br /> <br /> Section 4: The City Council of the City of Santa Ana hereby certifies that the project <br />is compatible with the land use plans of those jurisdictions immediately surrounding the project. <br /> <br /> Section 5. The City Council of the City of Santa Ana hereby directs the City Attorney <br />to prepare all necessary agreements and authorizes and empowers the City Manager or <br />designee to execute in the name of the City of Santa Ana all necessary applications, contracts, <br /> <br />Resolution No. 2002-034 <br /> Page 1 of 2 <br /> <br /> <br />
