RESOLUTION NO. 2002-056 <br /> <br />A RESOLUTION AUTHORIZING THE ADOPTION OF AN <br />AUTOMATED ENFORCEMENT SYSTEM WITHIN THE <br />CITY OF SANTA ANA <br /> <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br /> <br /> Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br /> <br />California Vehicle Code Section 21455.6 requires a public hearing on the <br />proposed use of an automated enforcement system as authorized <br />pursuant to California Vehicle Code Section 21455.5 prior to entering into <br />a contract for the use of such systems. <br /> <br />An automated enforcement system is a camera system that photographs <br />motorists in violation of California Vehicle Code Section 21453 (Red light <br />violations). The violator is subsequently mailed a citation and required to <br />appear in court. <br /> <br />Red light violations are responsible for a high percentage of serious injury <br />side impact accidents. <br /> <br />D, Orange County ranks second in the state in red light fatal crashes. <br /> <br />Automated enforcement systems have been found to be effective in <br />deterring red light running violations, reducing traffic collisions, and <br />improving safety. <br /> <br />implementing an automated enforcement system in the City of Santa Ana <br />will increase traffic safety and reduce traffic collisions. <br /> <br /> Section 2. The City Council of the City of Santa Ana hereby approves the <br />adoption of an automated enforcement system in the City of Santa Ana. <br /> <br /> Section 3. The City Council of the City of Santa Ana hereby authorizes and <br />empowers the Chief of Police to review alternative sources of automated enforcement <br />systems and recommend a vendor pursuant to Section 2-807(f) of the Santa Ana <br />Municipal Code. <br /> <br />ADOPTED this 1st day of July, 2002. <br /> <br />Resolution No. 2002-056 <br /> Page 1 of 2 <br /> <br /> <br />
