RESOLUTION NO. 2002-059 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA REQUESTING THE BOARD OF THE PUBLIC <br />EMPLOYEES' RETIREMENT SYSTEM (PERS) <br />AUTHORIZATION UNDER SECTION 21151 OF THE <br />CALIFORNIA GOVERNMENT CODE TO EXTEND THE <br />TEMPORARY EMPLOYMENT OF RETIREE DOYLE SMITH <br />BEYOND 960 HOURS IN CALENDAR YEAR 2002 <br /> <br /> BE IT RESOLVED BY THE COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br /> <br /> Section 1. The City Council of the City of the City of Santa Ana hereby finds, <br />determines and declares as follows: <br /> <br />On November 19, 2001, the City Council approved an appropriation <br />adjustment in the Police Department Animal Control expenditure account <br />to facilitate the transfer of the City's Animal Shelter's administration and <br />operations from an outside contractor to the Police Department Field <br />Operations Bureau to ensure continued services for its animal shelter <br />customers. <br /> <br />B= <br /> <br />The City of Santa Ana has temporarily employed Doyle Smith, a retired <br />member of the California Public Employees' Retirement System, because <br />of his knowledge of animal shelters to supervise and reestablish the <br />Animal Shelter Operations as a functional unit of the City's Police <br />Department. The position occupied by Doyle Smith requires specialized <br />skill in the management of animal shelter operations. <br /> <br />The City of Santa Ana expects Doyle Smith to work more than 960 hours <br />during the year 2002 to accomplish the efficient transfer of the City's <br />Animal Shelter Operations from the outside contractor. <br /> <br />Pursuant to Section 21221(h) of the California Government Code, the City <br />Council of the City of Santa Ana requests the Board of the Public <br />Employees' Retirement System to approve the extension of the temporary <br />employment of Doyle Smith beyond 960 hours in calendar year 2002 <br />without reinstatement and loss of benefits and directs the City Manager to <br />provide PERS any pertinent information related to this request. <br /> <br />ADOPTED this 15th day of July, 2002. <br /> <br />Resolution No. 2002-059 <br /> Page 1 of 2 <br /> <br /> <br />
