RESOLUTION NO.'2002-077 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA CERTIFYING THE ENVIRONMENTAL <br />IMPACT REPORT FOR THE ARMSTRONG RANCH <br />DEVELOPMENT PROJECT, APPROVING A MITIGATION <br />MONITORING PROGRAM, AND ADOPTING CERTAIN <br />FACTS, FINDINGS AND A STATEMENT OF OVERRIDING <br />CONSIDERATIONS <br /> <br />bk:10/1/02 <br /> <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br /> <br /> Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br /> <br />A= <br /> <br />For over two years, the City has considered a project to build single family <br />homes and a Roman Catholic Cathedral and Parish Church on <br />approximately 40 acres of the Armstrong Ranch Property. <br /> <br />In March of 2001, a Notice of Preparation was prepared, submitted <br />to interested persons, responsible and trustee agencies, and filed <br />with the County Recorder regarding this proposed project, which <br />was at that time described as approximately 160 single family <br />homes and a 15 acre church site. <br /> <br />= <br /> <br />A significant number of community meetings, public meetings and <br />public hearings have been subsequently held to consider this <br />proposed project, including but not limited to two public hearings <br />before the City's Planning Commission. As a result of these <br />community meetings and public comments 4 alternatives to the <br />proposed project were developed and various impacts were <br />identified to be studied. <br /> <br />As a result of this input, the City prepared a Draft EIR <br />(Environmental Impact Report) for this proposed project, which was <br />submitted for public comment to all responsible agencies, the State <br />Clearinghouse, neighboring communities and districts, <br />neighborhoods in the vicinity and the requesting public. <br /> <br />All comments to the Draft EIR were considered and responded to in <br />the proposed Final EIR (which includes the Draft EIR and errata). <br /> <br />Resolution No. 2002-077 <br /> Page 1 of 38 <br /> <br /> <br />
