Impact VIS-2. Proposed development would introduce new sources of light and glare into the <br />neighborhood. New sources of nighttime lighting associated with residential development would <br />be introduced, although nighttime character of the area, which is generally diminished by <br />surrounding urban development, would not change greatly from the existing condition. However, <br />lighting fixtures, if not properly designed, would potentially be incompatible with surrounding <br />development. Lighting from the church would occur from exterior building fixtures and security <br />lighting in the parking lot. Lighting from the church facility could include lit features, particularly <br />associated with the bell tower and main church building. Lighting could be characterized as a stark <br />contrast to adjacent development, given its size and scale. The visual prominence of bell tower also <br />heightens the potential for glare impacts. Use of highly £mished or reflective materials would result <br />in glare impacts that could affect the site as seen from adjacent residential and transit corridor areas. <br /> <br />Mitigation Measures for Impact VI$-2. <br /> <br />VIS-2 <br /> <br />Residential project design shall include a lighting plan to specify that exterior lighting at <br />the perimeter of the site shall be directed downward onto the project site and where <br />appropriate, include features (e.g., hoods or parapet walls) to minimize light spill-over <br />onto adjacent parcels. <br /> <br />Findings for Impact VIS-2. The City finds that the above-identified changes or alteratiom would <br />reduce the impact identified as VIS-2 to less than significant levels and are herby incorporated into the <br />project. No additional mitigation measures are necessary with the implementation of Mitigation <br />Measure VIS-2. <br /> <br />4.2 Impacts Determined to be Significant and Unavoidable <br /> <br />Air O~ality <br /> <br />Impact AIR-1.
