Conditions have been placed <br />on the proposed off-premise alcoholic beverage <br />license, which will mitigate any potential impact <br />created by the use and ensure that the use will not <br />negatively affect the adjacent areas. <br /> <br />Will the proposed use under the circumstances of the <br />particular case be detrimental to the health, safety or general <br />welfare of the persons residing or working in the vicinity? <br /> <br />The proposed Type 21 off-premise general liquor <br />license will not be detrimental to persons residing and <br />working in the area because the off-premise sale of <br />alcoholic beverages, as conditioned, will not create <br />any negative or adverse impacts. The sales of <br />products are targeted towards families and business <br />professionals not typically associated with loitering or <br />public intoxication, thus will not impact surrounding <br />businesses and residential neighborhoods. <br /> <br />Will the proposed use adversely affect the present economic <br />stability or future economic development of property in the <br />surrounding area? <br /> <br />Sav-On, as designed, is suitable for the proposed <br />use. Sav-On is a viable business that will assist in the <br />promotion of the Artist's Village and the Downtown, <br />assisting the economic viability of the adjacent <br />developments and area. The proposed Sav-On, as <br />conditioned, will not create any negative or <br />detrimental impacts on the economic viability of the <br />surrounding area. The use will result in a positive <br />addition to the area and will identify the site as an <br />economically viable area of the City. <br /> <br />Will the proposed use comply with the regulations and <br />conditions specified in the chapter of the Santa Aha <br />Municipal Code for such use? <br /> <br />As proposed, the proposed Type 21 off-sale general <br />liquor license will be in compliance with all applicable <br />conditions imposed on an establishment selling liquor <br />and Chapter 41 of the Santa Ana Municipal Code <br />regarding off-premise general liquor license as well as <br />other state and local regulations. <br /> <br />Resolution No. 2002-098 <br /> Page 3 of 14 <br /> <br /> <br />
