iii. <br /> <br />iv. <br /> <br />The granting of the variance will preserve the property <br />owner's ability to develop the property with a well- <br />designed office and health club facility that is <br />consistent with the Professional and Administrative <br />Office (PAO) zoning district. <br /> <br />That the granting of a variance will not be materially <br />detrimental to the public welfare or injurious to surrounding <br />property. <br /> <br />The granting of the vadance will not be materially <br />detrimental to the public welfare or injurious to <br />surrounding property because the proposed health <br />club and office building will not generate additional <br />operational impacts on Tustin Avenue. An EIR was <br />prepared when this project was originally entitled, <br />mitigation measures have been incorporated into the <br />project approval. <br /> <br />That the granting of a variance will not adversely affect the <br />General Plan of the City. <br /> <br />The granting of the vadance will not adversely affect <br />the General Plan of the City since the proposed health <br />club and office facility was designed in conformance <br />with City Zoning, Development, and General Plan <br />requirements. <br /> <br />The Planning Commission of the City of Santa Ana held a duly noticed <br />public headng on November 12, 2002, on Conditional Use Permit No. 2002- <br />19 and Variance No. 2002-11 and voted by a vote of 5'0 (Doughty and <br />Vedno absent) to recommend that the City Council approve Conditional Use <br />Permit No. 2002-19 and Vadance No. 2002-11. <br /> <br />Eo <br /> <br />An Addendum (Environmental Review No. 02-288) to Final Environmental <br />Impact Report No. 88-02 has been prepared for this project. <br /> <br /> Section 2. The City Council has reviewed and considered the information <br />contained in the Addendum (Environmental Review No, 02-288) to Final Environmental <br />Impact Report No. 88-02 has been prepared for this project. The City Council has, as a <br />result of its consideration and the evidence presented at the headngs on this matter, <br />determined that, as required pursuant to the California Environmental Quality Act <br />("CEQA") and the State CEQA Guidelines, a Addendum and the Final Environmental <br />Impact Report No. 88-02 adequately addresses the expected environmental impacts of <br />this Project.
