MAT~-6S Mayor Hall a--ounced the City Attorney <br /> had ruled that there was no appeal <br /> to Council as requested by Rayfor~ <br /> K. Mathews regarding his failure <br />to be pr~oted in the Police Department but Council could consider the other <br />allegations in his affidavit as a citizen requesting to be hear~. It was moved <br />by COUncilmaa Hubbard, seconded by Councilman Gilmore that the request be <br />ordered filed, to be c~nsidered at an appropriate future time when the internal <br />problems of the Police Department are before the Council. <br /> <br />Mathew Xurilich, 505 E. Co~maonwealth, Fullerton, attorney, stated he was appear- <br />lng on behalf of Mr. Mathews amd requested Council set a hearing, citing as <br />authority Sections ~07, ~11, ~12, 900 912b and 1100. of the City Charter; stating <br />also that the investigation by Garvin F. Shallenberger for the City was inadequate <br />an~ i~roper, since officers called before him have not been permitted to have <br />attorneys present. <br /> <br />The motion carried to order Mathew~ request filed to be considered at an <br />appropriate future time when the internal problems of the Police Department <br />are before the Council. <br /> <br />It was moved by Councilman Hubbard that, purs,,-~t to Section 1100 of the City <br />Charter, the City Council undertake its own independent investigation, including <br />employment of an attorney and investigator for a complete investigation of the <br />entire Police Department controversy. The motion was seconded by Councilman <br />Harvey, aa~ mnaaimously carried. <br /> <br />SOLICITATION REQUEST On motion of Councilman Hubbard, <br /> seconded by Councilm-- Schluoter and <br /> carried, Council granted request <br /> filed by Seventh Day Adventist <br />Church for permission to solicit funds by Christmas caroling, an~ private <br />soliciting for Annual Ingathering Appeal, November 15 to December 25, 196~. <br /> <br />Councilman Harvey was disqualified <br />fr~ participating in the following <br />action because of a conflict of <br />interest. <br /> <br />ItESOLUTION 6~-181 ~FRESSING SUPPORT FOR THE HOLDING OF THE WORLD'S FAIR IN <br />ORAl, GE C0~£f, CALIFORNIA was read by title.
