Ogden Narkel, 181~ S. Parton, spoke on behalf of the South Main Improvement Association and Santa Ama Junior Cham~er Frolic Parade Committee requesting permission to use north si~e of Edinger between Main and Cypress for carnival, December 10 through lB, 196~ with proceeds to support Christmas Frolic Parade, and request~E waiving ef business liceuse. The Director of Public Works explained the difficulties involved, since it would close the street to traffic and wonl~ ma~e the city subject to liability. Mr. Narkel stated that onl~ omo side of the street would be closed, that the organizatio~ would take fall responsibility for any liability, a~ would leave the area cleared of litter, a~d woul~ close dowa if noise became objectionable.
