The meeting was reconvened at 9:~5 p.m., with all Councilmen present. Mayor Emi1 a~nounced that it was the unamimons Judgment of the Council to employ James C. Bigler, attorney from Los Angeles, to investigate all facets of the complicatio~s within the Police Department. Mr. Harvey commented that Mr. Bigler will make no statements to the press, but will report directly to the Co~mcil; and that statements will be issued by the Mayor periodically to the press. On motion of Councilman Gilmore, seconded by Councilman Harvey and carried, Council confirmed its decision to employ~r. Bigler. Jauice Boer, 912 N. Lowell, asked for two month billing from all lawyers and investigators. Mayor Emll and Vice-Mayor Hubbard stated they could see no objection to that. ?~ G~NERAL PLAN General Plan On motion of Councilman Hubbard~ seconded by Councilma~ Schlueter a~d carried, Council approved the publication of the Preliminary and authorized payment therefor.
