RESOLUTION NO, 2003-041 <br /> <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA URGING THE OPPOSITION OF A <br />PROPOSED 15 PERCENT SEWER SERVICE USER FEE <br />INCREASE BY ORANGE COUNTY SANITATION <br />DISTRICT FOR FISCAL YEAR 2003-04 <br /> <br />mjv:4/15~03 <br /> <br /> NOT <br />ADOPTED <br /> <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br /> <br /> Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br /> <br />Historically the Orange County Sanitation District has increased the sewer <br />user fee in fairly small increments using debt financing to smooth the <br />impacts of the capital improvement program (CIP). The District now <br />proposes to change from this process which yields a minimal rate of <br />increase to a front-end loaded program. <br /> <br />The District is considering alternatives to increase the sewer service user <br />fee that range from ten percent (10%) annually for 15 years to a forty <br />percent (40%) annual fee for two years with additional increases (22%, <br />19% and 4% respectively) in the following three (3) years. At this time, <br />the District is proposing the 15 percent annual increase in each of the next <br />9 years. <br /> <br />The City's concern is that there is limited information available that <br />identifies specific or mandated requirements for the District's CIP. <br />Additionally, the District hasn't considered deferring or phasing its <br />programs. There are issues of scheduling, prioritizing and the cost and <br />benefit of programs that have not been provided. <br /> <br />Given the State and local government's current economic challenges, City <br />staff recommends opposing the District's proposed annual increase of 15 <br />percent in the sewer user fee. Instead, the District should reduce the <br />increase and utilize their nearly half a billion dollar reserves to fund the <br />CIP. <br /> <br /> Section 2. The City Council of the City of Santa Ana hereby urges the Orange <br />County Sanitation District to reject the proposed fifteen percent (15%) sewer service <br />user fee. Increase <br /> <br /> Section 3. This Resolution shall take effect immediately after its adoption by the <br />City Council, and the Clerk of the Council shall attest to and certify the vote adopting <br />this Resolution. <br /> <br />Resolution No. 2003-41 <br /> Page 1 of 2 <br /> <br /> <br />
