RESOLUTION NO. 2003-047 <br /> <br />THE RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA ESTABLISHING THE FAIRMONT PERMIT <br />PARKING DISTRICT <br /> <br />4/23/03 LES <br /> <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br /> <br /> SECTION 1: The City Council of the City of Santa Ana hereby, finds, <br />determines and declares as follows: <br /> <br /> a) Section 22507 of the Vehicle Code of the State of California <br />authorizes a city to prohibit stopping, parking or standing of vehicles on certain <br />streets and to establish a permit system exempting residents, memhants and <br />guests from the prohibition. <br /> <br /> b) Pursuant to Article Xl (commencing with Section 36-480) of <br />Chapter 36 of the Santa Ana Municipal Code, (hereinafter "Article XI") the City <br />Council of the City of Santa Aha is authorized to adopt a resolution establishing <br />Permit Parking Districts wherein parking restrictions apply to all vehicles except <br />vehicles which have been issued parking permits 15ursuant to said Article. <br /> <br /> c) Due to conflicting land use, the Fairmont residential neighborhood <br />is in need of a Permit Parking District in order to protect neighborhood integrity <br />against excessive intrusion of multi-family, non-residential and commuter vehicle <br />parking. <br /> <br /> SECTION 2. The Fairmont Permit Parking District is hereby established, to <br />consist of that area of the City of Santa Ana generally bounded on the north by <br />Seventeenth Street, and on the east by Lincoln Avenue, and on the southwest by Santa <br />Ana Freeway as more particularly depicted in "Exhibit 1," attached hereto and <br />incorporated herein by reference. <br /> <br /> SECTION 3. The parking restrictions imposed pursuant to Article XI and this <br />Resolution shall apply to any block within the Fairmont Permit Parking District only after <br />a petition signed by the owners of sixty-six percent (66%) or more of the residential lots <br />abutting such block have filed a petition with the Executive Director of the Public Works <br />Agency expressing their desire for such parking restrictions, and after signs indicating <br />the parking restrictions on such block have been erected in accordance with Article ×1. <br /> <br /> SECTION 4. No person shall park any vehicle at any time on any portion of <br />any street within the Fairmont Permit Parking DiStrict as to which signs have been <br />erected indicating the application of permit parking restrictions, except persons and <br /> <br />Resolution No. 2003-047 <br /> Page 1 of 4 <br /> <br /> <br />
