MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br />CITY OF SANTA AN^, CALIFORNIA <br /> <br />January 15, 1965 <br /> <br />The meeting was called to order at 7:30 p.m. in the Council Chambers, 217 N. <br />Main Street. Roll call was answered by Councilmen Royal E. Hubbard, Harry H. <br />Harvey, James Gilmore, Henry H. Schlueter, and Mayor A. Allen Hall. Following <br />the Pledge of Allegiance to the Flag, the Invocation was delivered by the <br />Reveren~ Jack Pettlgrew, First Christian Church. <br /> <br />APPROVAL OF MINUTES <br /> <br />0~motion of Councilman Hubbard~ <br />seconded by Councilma~ Schlueter <br />and carried, Council approved as <br />mailed the Minutes of the Regular <br />Meeting of January ~, 1965. <br /> <br />BID AWAHE - 0n motion of Councilman Habbard~ <br />ABTOMOBILE8 seconde~by Councilman Schlueter <br /> and carried, Council ordered filed <br /> a report of bids received for <br />seven automobiles, Spec. 621-~8; approved award of the contract to McPeek <br />Plymouth Center in the amount of $14,~71.60; and rejected all other bids. <br /> <br />BID AWARD - <br />AIR CONDITIONING <br /> <br />Councilman Gilmore was disqualified <br />from discussic~ and action in this <br />matter because of a conflict of <br />interest, and left the Council <br />table. <br /> <br />On motion of Councilman Hubbard, seconded by Councilman Schlueter and carried, <br />Council ordered filed a report of bids received for air conditioning of <br />building at water plant, Spec. 673-4; approved award of the contract to "Louis" <br />Schmetzer Compan~ in the amount of $2~395.00; and rejected all other bids. <br />Councilman Gilmore resumed his place at the Council table. <br /> <br />HEARING - Mayor Hall announced that this was <br />ASSESS~tm~.A. DIST. 221 the time and place fixed for hearing <br /> protests, objections or appeals in <br /> respect to the diagram, assessment <br />and work done in Assessment District 221 (Watkins Way) under and pursuant to <br />the Improvement Act of 1911 and to Resolution of Intention 63-171. Affidavit <br />of Publication and the Certificates of Mailing and Posting Notice of Hearing on <br />the Assessment were ordered filed on motion of Councilma~ Hubbard, seconded by <br />Councilman Schlueter and carried. The Clerk presented the diagram and <br />assessment to the Council. <br /> <br />Franklin T. Hamilton, 611 Wtlshire Boulevard, Los Angeles, Special Counsel for <br />the City, explained the purpose of the hearing. RonaldWolford, Director of <br />Public Works, testified that the work was constructed in substantial compliance <br />with the plans and specifications, that the assessment was prepared and spread <br />by him and that in his opinion the assessment had been spread upon the lots or <br />parcels of land in the district subject to assessment in proportiontothe <br />benefits arising from the work and to be received By each such lot or parcel; <br />that at the meeting of January 4, 1965 the Council had adopted Resolution 65-5 <br />changing the boundaries of the assessment district and also an order relative <br /> <br />CIT~ COUNCIL - 146 - January 18, 1965 <br /> <br /> <br />
