MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA AN^, CALIFORNIA January 15, 1965 The meeting was called to order at 7:30 p.m. in the Council Chambers, 217 N. Main Street. Roll call was answered by Councilmen Royal E. Hubbard, Harry H. Harvey, James Gilmore, Henry H. Schlueter, and Mayor A. Allen Hall. Following the Pledge of Allegiance to the Flag, the Invocation was delivered by the Reveren~ Jack Pettlgrew, First Christian Church. APPROVAL OF MINUTES 0~motion of Councilman Hubbard~ seconded by Councilma~ Schlueter and carried, Council approved as mailed the Minutes of the Regular Meeting of January ~, 1965. BID AWAHE - 0n motion of Councilman Habbard~ ABTOMOBILE8 seconde~by Councilman Schlueter and carried, Council ordered filed a report of bids received for seven automobiles, Spec. 621-~8; approved award of the contract to McPeek Plymouth Center in the amount of $14,~71.60; and rejected all other bids. BID AWARD - AIR CONDITIONING Councilman Gilmore was disqualified from discussic~ and action in this matter because of a conflict of interest, and left the Council table. On motion of Councilman Hubbard, seconded by Councilman Schlueter and carried, Council ordered filed a report of bids received for air conditioning of building at water plant, Spec. 673-4; approved award of the contract to "Louis" Schmetzer Compan~ in the amount of $2~395.00; and rejected all other bids. Councilman Gilmore resumed his place at the Council table. HEARING - Mayor Hall announced that this was ASSESS~tm~.A. DIST. 221 the time and place fixed for hearing protests, objections or appeals in respect to the diagram, assessment and work done in Assessment District 221 (Watkins Way) under and pursuant to the Improvement Act of 1911 and to Resolution of Intention 63-171. Affidavit of Publication and the Certificates of Mailing and Posting Notice of Hearing on the Assessment were ordered filed on motion of Councilma~ Hubbard, seconded by Councilman Schlueter and carried. The Clerk presented the diagram and assessment to the Council. Franklin T. Hamilton, 611 Wtlshire Boulevard, Los Angeles, Special Counsel for the City, explained the purpose of the hearing. RonaldWolford, Director of Public Works, testified that the work was constructed in substantial compliance with the plans and specifications, that the assessment was prepared and spread by him and that in his opinion the assessment had been spread upon the lots or parcels of land in the district subject to assessment in proportiontothe benefits arising from the work and to be received By each such lot or parcel; that at the meeting of January 4, 1965 the Council had adopted Resolution 65-5 changing the boundaries of the assessment district and also an order relative CIT~ COUNCIL - 146 - January 18, 1965
