CONSENT CALENDAR <br />David Murray, Virginia Avila, Patricia Mill, Roy Melcher, Erin Prangley, Debbie McEwen, <br />Steve McGuigan, Mike Macres, Jim Walker, John Wesson, Robert Henson, John White, <br />Patricia McGuigan, Paul Giles, Desi Reyes, Evangeline Gawronski, Roy Alvarado, <br />Kimberly Adessian, Ben Grabiel. <br />Following public comments on this matter, Council discussion ensued. Councilmember <br />Alvarez moved, seconded by Councilmember Bist that the matter be continued for 30 <br />days so that staff could work with community members to reach a consensus on this <br />issue. Councilmember Franklin, seconded by Councilmember Garcia moved that the <br />item be approved. Several suggested amendments were made to the substitute <br />motion. Councilmember Alvarez asked the maker of the motion to accept an <br />amendment prohibiting the depiction of any foreign flag, including the flag of South <br />Vietnam, on the proposed monument. Councilmember Franklin accepted the <br />amendment. Councilmember Solorio asked staff to keep the Council informed during <br />the design phase of the monument, and Mayor Pulido suggested, accepted by Franklin, <br />that the phrase "Welcome to Santa Ana" be prominent on the monument. Discussion <br />continued. <br />Motion: Continue matter for 30 days. <br />MOTION: Alvarez SECOND: Bist <br />Substitute <br />Motion: Approve staff recommendations as amended: <br />1. Direct Staff to work with the Little Saigon Business District Committee <br />to design and place a monument sign on First Street at Harbor <br />Boulevard and, direct staff to ensure that the monument does not <br />depict any foreign flag including the flag of South Vietnam, and ensure <br />that the sign does include a welcome to the "City of Santa Ana". Staff <br />is further directed to keep the City Council informed throughout the <br />design process. <br />2. Direct the City Attorney to prepare and authorize the City Manager and <br />Clerk of the Council to execute an agreement with the Little Saigon <br />Business District Committee for the maintenance of the sign - Planning <br />and Building Agency. <br />MOTION: Franklin SECOND: Garcia <br />VOTE: AYES: Alvarez, Franklin, Garcia, Pulido, Solorio (5) <br />NOES: Bist, Christy (2) <br />ABSENT: None (0) <br />CITY COUNCIL MINUTES 210 JUNE 16, 2003 <br />
