All new construction and substantial improvements of nonresidential structures in the AO <br />or AE zones must either: <br /> <br />(1) Have the lowest floor (including basement) elevated above the highest adjacent grade <br />at least as high as the depth number specified for the AO zone or to or above the base <br />flood elevation specified for the AE zone on the flood insurance rate maps; or, <br /> <br />(2) Together with attendant utility and sanitary facilities, be completely floodproofed to or <br />above that level so that any space below that level is watertight with walls substantially <br />impermeable to the passage of water and with structural components having the capability <br />of resisting hydrostatic and hydrodynamic loads and effects of buoyancy. <br /> <br /> SECTION 16: Section 7-33 of the Santa Ana Municipal Code is hereby amended <br />such that it reads as follows: <br /> <br />Sec. 7-33. Same--Manufactured homes. <br /> <br />No manufactured home shall be placed or substantially improved in the AO zone or that <br />portion of a n AE zone not designated as a floodway unless elevated on a permanent <br />foundation such that the lowest floor of the manufactured home is at or above the base <br />flood elevation, and securely anchored to resist flotation, collapse, or lateral movement. <br /> <br /> SECTION 17: Section 7-34 of the Santa Ana Municipal Code is hereby amended <br />such that it reads as follows: <br /> <br />Sec. 7-34. AE zone - Regulatory floodway. <br /> <br />No permit shall be issued for any encroachments, including fill, new construction, <br />substantial improvements, and other development within an AE zone designated as a <br />regulatory floodway which would result in any increase in flood levels within the community <br />during the occurrence of the base flood discharge. <br /> <br /> SECTION 18: Section 7-35 of the Santa Ana Municipal Code is hereby amended <br />such that it reads as follows: <br /> <br />Sec. 7-35. Same - Residential structures. <br /> <br />(a)AII new construction and substantial improvements of residential structures <br /> including manufactured homes) within the AE zone must have the lowest floor <br /> (including basement) elevated to or above the base flood level shown on the flood <br /> insurance rate maps. <br /> <br />(b) All new construction and manufactured homes may not be placed in that portion of <br /> an AE zone designated as a floodway. <br /> <br />Ordinance No. NS-2631 <br />Page 8 of 13 <br /> <br /> <br />
