MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA, CALIFORNIA <br /> <br />October 4, 1965 <br /> <br />The meeting was called to order at 2:00 p.m. in the Council Chamber, 217 N. <br />Main Street. Roll call was answered by Councilmen James Gilmore, Walter <br />Brooks, Davis Burk, J. Ogden Markel, Tom McMichael, and Mayor Harry H. <br />Harvey. Councilman Wade Herrin was absent. <br /> <br />APPROVAL OF On motion of CounciLman McMichael, <br />MINUTES seconded by CounciLman Burk and <br /> carried, Council approved the <br /> Minutes of %he Regular Meeting <br />of September 20, 1965, corrected as follows: <br /> <br />Delete "representing Orange County Plumbing" under item <br />titled "Drainage Problem" on page 357- <br /> <br />On motion of Councilman Brooks, seconded by Councilman McMichael and <br />carried, Council approved the Minutes of the Adjourned Regular Meeting <br />of September 30, 1965. <br /> <br />INVITATION <br /> <br />Municipal Stadium for presentation of <br /> <br />Fire Marshall Bachtelle extended an <br />invitation to Council to attend the <br />Fire Prevention Parade to be held <br />October 9th, which will end at the <br />awards by Council members. <br /> <br />PARKING DISTRICT It was moved by Councilman Brooks, <br /> seconded by Councilman Burk and <br /> carried, that, for the convenience <br /> of the participants, the report on <br />formation of a parking district requested by the Parking Development <br />Committee, Santa Aha Downtown ~ssociation, be considered at this time. <br /> <br />The City Manager stated that valuable assistance could be given by the City <br />in helping the Santa Ana Downtown Association ronda parking district by <br />providing forms, data, and personnel services, for $500 to $1,000, but this <br />would not include circulating the petitions. He reviewed the history of <br />the northeast parking district. <br /> <br />Lorin Griset, Vice President of the Santa Ama Downtown Association, and <br />Chairman of the Parking Develoument Committee, stated that apparently the <br />19~3 law was the most practical means of forming a Parking District, and <br />the Co~ittee planned to follow this procedure. Mr. Griset described the <br />tentative boundaries for the proposed district as Flower, First, French, <br />and Eighth Streets excluding the Civic Center~ concluding that if 61% of <br />the property owners sign the petition, the committee will come to Council <br />with a definite proposal. <br /> <br />Joe Gilmaker, 308 W. 4th, submitted to Council a letter requesting his property <br />be excluded from the project.
