Answering Councilman Burk's question, Richard Kopel, representing the <br />Chamber of Commerce, stated he did not agree with the proposal that the <br />map area be charged a different rate from the area outside the map. <br /> <br />The amended motion was restated in summary by Mayor Harvey as directing <br />the Attorney to prepare a resolution adopting a schedule of rates for <br />refuse collection service charges recommended by the Manager~ setting <br />two schedules instead of three for commercial and industrial uses in the <br />map area based on 100 lb. quantities; that the rates be reviewed prior <br />to July 1, 1966. <br /> <br />The amended motion was adopted. Councilman Burk voted "no", but later <br />asked that his vote be changed to "aye" in view of the fact that he <br />supported the program and was in disagreement with one point only. <br /> <br />CHRISTMAS PARADE It was moved by Councilman Herrin, <br /> seconded by Councilman Markel and <br /> carried, that the request from <br /> the Junior Chamber of Commerce <br />for permit for 20th Annual Frolic Christmas Parade, December 4th, be <br />approved. <br /> <br />SHOPPERS' BUS Mr. Hal Winter, Downtown Santa Ana <br /> Association, presented to Council <br /> the request from the Downtown <br /> Association for permission to <br />operate free bus service December 4 through 28, using Venice Tram Co. <br />buses. It was moved by Councilman Markel, seconded by Councilman Brooks <br />and carried, that the request be approved. <br /> <br />Councilman Brooks questioned whether something could be done to clean up <br />the windows and sidewalks in some of the vacant buildings downtown. <br />Mr. Hal Winter, Downtown Santa Ana Association, explained that he had <br />contacted the owners of these buildings and did not get good response from <br />them to clean up their windows and sidewalks. Mr. Winter also noted that <br />the number of newspaper racks is an unsightly condition, and that regulations <br />to control these matters should be adopted. <br /> <br />Councilman Markel suggested Mr. Winter ask merchants to use window curtains <br />when re-dressing manequins in the store windows. <br /> <br />Mr. Brooks stated he would take down and dispose of obsolete signs downtown <br />if the Building Department would initiate condemnation proceedings. <br /> <br />The City Manager informed Council that the Friday before Christmas and the <br />Friday before New Years would be observed as the holidays allowed City <br />employees and the City Hall would be closed. <br /> <br />ADJOU~NMENT <br /> <br />There being no further business to <br />come before Council the meeting was <br />adjourned at 3:45 p.m. <br /> <br />DORIS M. ]~OWN <br />CLERK OF THE COUNCIL <br /> <br />CITY COUNCIL - 410 - November 29, 1965 <br /> <br /> <br />
