Answering Councilman Burk's question, Richard Kopel, representing the Chamber of Commerce, stated he did not agree with the proposal that the map area be charged a different rate from the area outside the map. The amended motion was restated in summary by Mayor Harvey as directing the Attorney to prepare a resolution adopting a schedule of rates for refuse collection service charges recommended by the Manager~ setting two schedules instead of three for commercial and industrial uses in the map area based on 100 lb. quantities; that the rates be reviewed prior to July 1, 1966. The amended motion was adopted. Councilman Burk voted "no", but later asked that his vote be changed to "aye" in view of the fact that he supported the program and was in disagreement with one point only. CHRISTMAS PARADE It was moved by Councilman Herrin, seconded by Councilman Markel and carried, that the request from the Junior Chamber of Commerce for permit for 20th Annual Frolic Christmas Parade, December 4th, be approved. SHOPPERS' BUS Mr. Hal Winter, Downtown Santa Ana Association, presented to Council the request from the Downtown Association for permission to operate free bus service December 4 through 28, using Venice Tram Co. buses. It was moved by Councilman Markel, seconded by Councilman Brooks and carried, that the request be approved. Councilman Brooks questioned whether something could be done to clean up the windows and sidewalks in some of the vacant buildings downtown. Mr. Hal Winter, Downtown Santa Ana Association, explained that he had contacted the owners of these buildings and did not get good response from them to clean up their windows and sidewalks. Mr. Winter also noted that the number of newspaper racks is an unsightly condition, and that regulations to control these matters should be adopted. Councilman Markel suggested Mr. Winter ask merchants to use window curtains when re-dressing manequins in the store windows. Mr. Brooks stated he would take down and dispose of obsolete signs downtown if the Building Department would initiate condemnation proceedings. The City Manager informed Council that the Friday before Christmas and the Friday before New Years would be observed as the holidays allowed City employees and the City Hall would be closed.
