SURPLUS Councilman Brooks questioned the <br />PROPERTY City Manager regarding the Federal <br /> Communications Commission's property <br /> that is going to be sold. The City <br />Manager explained that the City has filed with the Federal Government notice <br />of the City's interest in purchasing the property on the west side which will be <br />available. <br /> <br />Councilman Burk spoke regarding the Police Department asking if more personnel <br />would be appointed because patrol activity is below 50%. The City Manager <br />commented that the department has not been up to authorized strength; he also <br />mentioned the use of a recording device to cut do~n on the time spent reporting. <br />The Police manual was mentioned and the City Manager told Council the fihal draft <br />was in his office for review. <br /> <br />Councilman Markel spoke regarding the traffic situation on North and South MAin <br />in relation to the Santa Ana Freeway, the above grade San Diego Freeway at the <br />airport, and the on ramp to the Santa Ana Freeway going towards San Diego for <br />1/2 mile before people can eventually get to Los Angeles. He suggested the <br />City and County petition the State Highway Co~mnission to appraise and remedy <br />these situations. The City Manager and Public Works Director brought Council <br />up to date on City studies and action in these areas and the Manager promised to <br />meet with Mr. Koch regarding the situation in the South Main area. <br /> <br />tu answer to Councilman McMichael's question regarding the parking lot at Bowers <br />Museum~ the City Manager explained that the City will go forward with the parking <br />lot as soon as action is taken on the Torana Art League's request to leasethe <br />house near the Museum.
