WSA. <br /> <br />WORK STUDY SESSION <br /> <br />Waste Discharge Requirements <br /> <br />Thom Coughlan, Water Resources Manager, Public Works Agency <br />presented an update on the Wastewater Discharge Requirements (WDR) <br />Program for the Santa Ana Sewer System. Highlights of this presentation <br />follow: <br /> · In mid 2000, the Environmental Protection Agency proposed a <br /> new regulation - Capacity, Management, Operation, and <br /> Maintenance <br /> · Regulation to be administered by the Santa Ana Regional Water <br /> Control Board (SARWCB) <br /> · In November, 2001, SARWCB proposed a Wastewater <br /> Discharge Report <br /> · On April 30, 2002, the SARWCB adopted the Wastewater <br /> Discharge Report <br /> · Pursuant to the program requirements, the Sewer System <br /> Management Plan was completed on September 30, 2002 <br /> · The Sewer System Overflow Emergency Response Plan was <br /> completed on January 1,2003 <br /> · The Preventive Maintenance Program was due on June 15, <br /> 2003 <br /> · The Grease Disposal Alternatives and Grease Control Program <br /> are estimated to be completed in December, 2004 <br /> · The Capacity Evaluation should be completed by July 30, 2005 <br /> · The Sewer Rehabilitation Plan for the entire system and the <br /> Final Sewer System Management Plan are to be completed by <br /> September 30, 2005 <br /> · The City commenced with the Sewer Master Plan update in <br /> November, 2002, and entered into a joint effort with the Orange <br /> County Sanitation District for master plan, sewer main video, <br /> infiltration/Inflow studies <br /> · The City has completed the design and construction of several <br /> sewer main replacements and rehabilitation and completed its <br /> Master Plan in June 2003 <br /> <br />COMMENTS <br /> <br />90.A. <br /> <br />PUBLIC COMMENTS <br /> <br />Wade Little expressed concern that the French Court neighborhood was <br />excluded in the balloting on the French Park Traffic Plan. <br /> <br />CITY COUNCIL MINUTES 252 JULY 21, 2003 <br /> <br /> <br />
