MINUTES OF THE ADJOURNED REGULAR <br />~EETING OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA, CALIFORNIA <br /> <br />February 17, 1966 <br /> <br />The meeting was called to order at 7:20 p.m., in the Council Chamber, <br />217 N. Main Street. Roll call was answered by Councilmen James Gilmore, <br />Walter Brooks, Davis Burk, Wade Herrin, J. Ogden Markel, Tc~ Mc}4ichael <br />and Mayor Harry H. Harvey. Also in attendance were the City Manager, <br />City Attorney, Planning Staff, and members of the consulting firm of <br />Ruth & Krushkhov, Mr. Kalvin Platt, Dr. Jack Faustman, and Mr. Abraam <br />Krushkhov. Approximately 80 persons were in the audience. <br /> <br />The Clerk reported that the Order of Adjournment fro~ the Regular Meeting <br />of February 7, 1966, was posted as required by law, that certificate of <br />posting is on file in the office of the Clerk of the Council, and that <br />publication of the Notice of Hearing on the General Plan had been made <br />in the Santa Aha Register on February 7, 1966. <br /> <br />GENERAL PLAN Mayor Harvey opened the hearing on <br /> 7# the General Plan proposed for the <br /> City of Santa Ana, and introduced <br /> Mr. T. W. Jessee, Chairman of the <br />Santa Ana Planning Co~nission, who briefly reviewed the development of <br />the General Plan and its adoption by the Planning Commission. <br /> <br />Council heard discussions by Mr. Krushkhov, Mr. Platt, and Dr. Faustman <br />in answer to questions presented by members of the audience. <br /> <br />Mr. Tom Sweeney, President of the Chamber of Commerce, Mr. Hal Winter, <br />Manager of the Downtown Santa Ana Association, Mrs. Fern Zimmerman, <br />Representative of the Audubon Society, 205 S. Broadway, Mr. Stanley Hadsell, <br />2122 W. Kent, President of the Southwest Homeowners Association, Mr. Warren <br />Schmidt, Mr. E. H. Moriarty, former Chairman of the Citizens Committee in <br />Santa Ana, and Mr. Del Michael, ~O5 S. Toland, expressed support of the <br />Plan and urged its adoption. <br /> <br />Mrs. Frances Ferris, 1001 N. Parton, presented to the Council the problems <br />which now exist in her area and will increase with high density, such as <br />heavy traffic and parking problems; drainage dips; old cars parked on <br />streets; and speeding on Parton. <br /> <br />Douglas Mott, 1806 Linwood, urged revitalizing the area of 2th, Main, Bush <br />and Sycamore. <br /> <br />Mr. Joseph Gilmaker, 308 W. 2th Street, requested a clarification regarding <br />the traffic circulation off of 5th and 6th into 4th and expressed concern <br />about a decline in retail sales on 4th Street. <br /> <br />Mrs. Janice Boer, 912 N. Lowell and Noel Conway, 1521 E. Catalina, suggested <br />future expansion of the Civic Center to Bristol be considered. <br /> <br />Councilman Markel expressed extreme concern about the north/south pattern <br />for traffic, development at the north end of Flower Street, and the objection <br />by the State Highway Department that local citizens use the freeway instead <br />of the city streets. The effect on property owners of establishing future <br />right of way lines was discussed by Councilman Burk. <br /> <br />Dr. Ralph Crum, expressed concern about knowing how much the Plan will cost <br />before approval of it. <br /> <br />Discussion ensued regarding the flexibility of the General Plan, and possible <br />methods of financing improvements proposed in the Plan. <br /> <br />CITY COUNCIL - 262 - February 17, 1966 <br /> <br /> <br />
