EXHIBIT A <br />Scope of Work - ESG <br />Annual Accomplishment Goal <br />I. Number of unduplicated Santa Ana residents to be served with grant funds during the 12- <br />month contract period = 250 PERSONS <br />II. Description of Work - in space below, describe the program to be funded during the 12-month contract <br />period including, services to be provided, program goals, client characteristics, & how grant funds will be utilized. <br />The Emergency Program provides shelter, two meals daily, hot showers, laundry facilities, <br />hygiene supplies, gas or bus vouchers for work or appointments, case management and referral <br />to other programs for up to 65 single women, couples and families for 3-7 days. Many <br />individuals in the Emergency Program are in need of Mental Health evaluations and assistance. <br />A Mental Health Outreach Coordinator provides assessment and referral assistance to <br />approximately 65% of the clients in the Emergency Program. The Emergency Program also <br />serves as a screening process for families who wish to enter the 2 — 6 month Transitional <br />Program. <br />Today in Orange County, over 23,000 people are homeless and of those, 40% are children. <br />Orange Coast Interfaith Shelter has been providing shelter for families since 1981. It is one of <br />only two shelters in Orange County that provides emergency shelter for families throughout the <br />year. The Salvation Army provides 17 beds for families and OCIS provides 65 per night. We <br />provides a safe, warm alternative to sleeping in the park, in cars, under bridges, etc. <br />GOAL: To provide shelter and program services for up to 65 low-income, ethnically diverse <br />families, couples and single women on any given day. <br />Obiectives: <br />(1) Provide for basic needs of food, shelter, hygiene products and clothing. <br />(2) Provide case management services to link clients with available community <br />resources. <br />(3) Assess new clients for mental health issues. <br />(4) Interview eligible families for the Transitional Program. <br />In 2002-3, OCIS provided 36,502 bed nights and 87,408 meals to a total of 2,389 individuals, <br />1,065 of which were children. The adult client breakdown consisted of 1585 couples; 233 <br />families; 37 single fathers; 264 single mothers; 309 single women and 12 veterans. We anticipate <br />participation of 250 Santa Ana residents over the next year. <br />The families have extremely low incomes; approximately 65% of the parents are working when <br />they join the program. The ethnicity is fairly evenly split — 40% is Caucasian, 35% Hispanic, <br />20% Black, and 5% Asian and native American. We accept homeless families coming from any <br />location, but the majority of the clients are residents of Orange County. <br />Funds will be used for utilities and insurance for the shelter facilities, staff and Board of <br />Directors. <br />Exhibit A <br />
