SOLICITATION It was moved by Councilman Nerrin, <br /> '~' seconded by Councilman McMichael <br /> and carried, that Council action <br /> was not mandatory on application <br />of Gene Thornton to sell tickets and program ads H~rch - June, proceeds to <br />go to Optimist Youth activities, inasmuch as the event scheduled is to be <br />held outside the City of Santa Aha. <br /> <br />DOWNTOWN PARKING DIST. It was moved by Councilman Markel, <br /> '? seconded by Councilm~m Herrin and <br /> carried, that the Downtown Parking <br /> District matter be postponed until <br />April 18, 1966, as the representatives from the Downtown Association were <br />unable to attend this meeting. <br /> <br />LATHROP SCHOOL Councilman Markel submitted to <br />T'~FAtNEL Council for consideration, the <br />" possibility of a tunne~ bemired <br /> the Lathrop Jr. Nigh School on <br />S. Main ending at Sycamore; making Sycamore one way to 17th Street, the <br />work to be done during the sum~er. The City Manager commaented that no one <br />from the City had assured anyone from the School Board that the City was <br />prepared to close the street, as the Council has final action on the clost~ <br />of a street, and that a meeting with the School Board to discuss this <br />possibility might be in order. <br /> <br />ABC~ LICENSES <br /> <br />Councilman Burk reported the <br />findings of his inquiries <br />regarding Alcoholic Beverage <br />License applications. <br /> <br />Mayor Harvey appointed Councilman Burk and Counci~m-n Gilmore as a coaauittee <br />to study this matter further and bring back recomendations to Council <br />which might apply to future procedures for liquor license applications. <br /> <br />CITY HALL Councilman Brooks questioned the <br /> City Manager regarding budget <br /> allocation for a new City Hall. <br /> The City Manager stated that a <br />fee had previous]J been paid to Eckbo, Dean, Austin & Williams for a basic <br />outline for a new city hall, and their original plan could be coordinated <br />with any subsequent design. <br /> <br />Mayor Harvey asked that this matter be placed on the Council's agenda for <br />the meeting of April 18, 1966. <br /> <br />RECESS At 5:45 p.m. the meeting was <br /> adjourned to 7:30 p.m. At 7:30 <br /> p.m. the meeting rec~nvened with <br /> the Pledge of Allegiance to <br />the Flag, following which the Invocation was delivered by the Reverend Josue <br />R. Castro, Gethsemane Methodist Church. All Councilmen were present. <br /> <br />HEARING - Mayor Harvey announced this was <br />ASSESSMENT DIST. 227 the time and place set for <br />~:' hearing of protests, objections <br /> or appeals in respect to the <br />diagram, assessment and work done in Assessment District No. 227 (Figueroa- <br />Fifth) under and pursuant to Resolution of Intention, No. 65-94, a~d the <br />Improvement Act of 1911. Affidavit of Publication and Certificates of <br />Mailing and Posting Notice of Hearing on Assessment were ordered filed on <br />motion of Council-~n Gilmore, seconded by Councilman Markel and carried. <br />In the absence of the Clerk of the Council~ the Assistant Clerk of the <br />Council presented the diagram and assessment to the Council. <br /> <br />Franklin T.
