Hal Winter, Manager of Dowatown Samta Ara Associations rec~ended Council <br />allocate a reserve of $200~000 .for ornamental street lighting in the dowatown <br />area° The City Manager commaented that there were about twelve or more projects <br />with a higher priority that had not been included because of the amount of <br />available revenue~ that he was reluctant to make a specific recommendation <br />on ornamental lighting until it is known what the area will look likes and <br />that a clear cut determination has not been made by Council of the type program <br />they are willing to undertake° He offered an estimate of $980,000 to light <br />the central area to minimum standards° There being no further testimony~ <br />the hearing was closed. <br /> <br />The City Manager presented to Council a plan whereby $100~ 000 could be added <br />to the Select Street System fund for the development of First amd Main inter- <br />section without tra~ sferring money from the Northeast Park ~l fund as prop6sed <br />by Council July l~th~ <br /> <br />It was moved by Councigma~ McMlchael~ seconded by Councilmau B~ooks~ that <br />action taken July 15~ 1966 to transfer $100~000 allocated for Northeast Park <br />~l to the Select Street System fund f~r development of First and Main Iater~ <br />section be rescinded~ Councilman Bark suggested that the July 15th action <br />remain and the additional money presented es available by the Manager be <br />added tO the First Street project° Councilman Gilmore noted the $1009000 <br />would not maws a significant improvement but rather would be for hardship <br />cases in the procurement of right of way. The motion carried with Councilman <br />Burk voting <br /> <br />C~uncil reaffirmed its position stated July 15th that a~ditic~al costs on <br />First Street over and above those visualized by ~evelopment of one i~tersec~ <br />tion and purchase of properties dec"~ared by Council as hardship cases shall <br />he accomplished by borrowing from the Parking Meter Reserve ~ since it ie <br />impossible to firmly establish the project in any one year° <br /> <br />Co~acilman McNichael suggested allocation of $2~000 for signs for Bowers <br />MaS.~o The City M~nager stated that up to $5~000 coui~l be made available <br />for this purpose if agreement is reached on type of sign without amendment of <br />budget at this time.
