MINUTES OF THE REGULAR ~T~'i'ING <br />OF THE CITY COUNCIL OF THE <br />CITT OF SANTA ANA, CALIF0~NIA <br /> <br />August 1, 1966 <br /> <br />The meeting ~as called to order at 2:00 P.M., in the Council Chamber, 217 N. <br />Main Street. Roll Call WmS answered by Councilmen James Gilmore~ Walter <br />Brooks, Wade Herrin~ J. Ogden Markel~ Tom McMichael and Mayor Harry H. Harvey. <br />Co~mcilm-n B~rk w~s absent and was excused from attendance at the meeting on <br />motion of Counc~lm-- Gilmore, seconded by Councilman McMichael~ and carried. <br /> <br />Also present were City Manager Carl J. Thornton, City Attorney William L. Mock~ <br />Public Works Director Ronald Wolford, Planning Director Paul Van Stevens~ and <br />Clerk of the Council Doris M. Brown. <br /> <br />APPROVAL OF MINUTES <br /> <br />The Minutes of the Regular Meeting <br />of July 18, 1966 were approved on <br />motion of Councilman Brooks~ seconded <br />by Counc~lm~ Gilmore, a~d carried~ <br /> <br />~ADJOUBNMENT TO MAYOR'S OFFICE Because of a lack of air co~ditioning~ <br /> the meeting was adjourned to the Mayor's <br /> office~ Room ~0~ on motic~ of Council- <br />man Herrin, seconded by Councilman Gilmore, and carried. A notice wes posted on <br />the Council Chamber door. The meeting was reconvened ~mmediately in the Mayor's <br />office with the same Councilmen present. <br /> <br />WILD ANINALS ' . ~ <br /> Mayor Harv~J introduced George Crozier, <br />Los Angeles, General Manager for the <br />Society for the Prevention of Cruelty <br />to ~m~ls, and asked him to c~ent on the City's proposed ordinance to regulate <br />the keeping of wild animals. Mr. Crozier described the difference between do- <br />mesticated and wild antmals~ noting that the average individual knows very little <br />about the wild a~tw~l; that at this time they are very easy to get into the <br />country; that as the wild a~m~l starts to mature, it reverts to its ~atural <br />instincts and may even turn on the o~ner who has raised him. <br /> <br />He called attentio~ to the City's bef=g responsible for the welfare and safety <br />of its citizens and suggeated that such an ordinance prohibit any wild animals <br />within the limits of the City excluding the usual domesticated pets, such as dogs, <br />cats, parakeets~ etc.; however~ if wild animals are to be allowed, that the <br />definition be general rather than specific and include such wording as wild <br />~ls, ~-~ls, birds and rept~les; that an application and permit procedure <br /> ~ <br /> e established calling for inspection by an expert of caging facilities and that <br />at no time should the animal be permitted out of the cage. Mr. Crozier cited <br />the Pomona and Culver City ordinances as befn~ good ordinances. He offered to <br />review any redraft of the ordinance and ms~e written reccmmendations. He sug- <br />gested that the City Council might consider areas that would be excluded from <br />the keeping of any amtmmls except dogs and cats, noting that he ~ersonally would <br />not permit wild a=fm~ls in residential areas. <br /> <br />Mayor Harvey thanked Mr~ Crozier for coming and noted that the subject ordinance <br />would be considered by the City Council at its 7:30 P.M.~ meeting~ but that he <br />had asked Mr. Crozier to c~e at this time, since he would not be available <br />in the evening. <br /> <br />CITY C(~NCIL ' ~1~ August l, 1966 <br /> <br /> <br />
