HEALY, Clerk of the Council <br /> <br />Pursuant to Section 54954.2(b) of the Brown Act, the Council may add an item to its agenda within <br />the 72 hours period when the Council finds that (1) an emergency condition exists that prevents <br />waiting until the next meeting, and (2) the need to take action became known to the City after the <br />posting of the agenda. <br /> <br />The City Attorney advised the City Council that the A.C.L.U in Los Angeles was <br />planning to seek a temporary restraining order against completion of the balloting for the <br />French Park Traffic Plan.
