Sewer and Storm Drain Bonds; B. P~blic B~ilding Bonds; C. Street Bonds; <br />and D, Park and Recreation Bonds. Coumcil discussed at length the legal <br />and promotional aspects of the ho~d program. Co~c~lm-- McMichael asked <br />if the program could be carried out without an increase in property tax, <br />to which the City Ms-ager replied in the affirmative. <br /> <br />C°Uncilmam Bmr~ suggested an increase in sewer amd storm drain f~ds by <br />providing for Library f~mds from the General Fund rather than umder Item B. <br />Councilman Brooks state~ his opinion that as proposed it was a ~alanced <br />program rec~ended by the pl~.nt~g Commission an~ should not be altered. <br />Counc~:~m-~ McMichael suggested a chs~Ee in wording o~ Item D, such as <br />"a~diti°nal city wide parks" so that it did not give impression of so, e- <br />thing new. Councilman Brooks ad, ed that this should Be for the continuing <br />program of acquisition and constructicu. <br /> <br />A motion by Counc~lm-~ Brooks to approve draft as set o~t died for lack of <br />a second° It was moved ~y Councilman Burk, seconded by Councilman Nerrin <br />and carried, that the draft be approved with the transfer of $660,000 from <br />Item B to Item A anal the deletion of the words ~ranch libraries" from <br />Item B. Councll~n ~rooks voted "No." <br /> <br />BOARDS AND CO~I~SiONS The Mayor directed the City Clerk to <br /> supply a complete r~udowm on all Beards <br /> an~ C~tssions, when the terms expire~ <br />and what the vacancies are, so Council can have an Wxecutive Session at the <br />first meeting of the year to fill all the vacancies. He stated that he <br />thought new members of Boards and CummIssions should be present at the <br />Council meeting after appointment to be introduced to the Council an~ sworn <br />in. Regarding all the Councilmen who are liaison representatives to various <br />c~.~ittees, the Mayor would like to have a wrapup some time next year on <br />where they stand and what they are doing in their positions. <br /> <br />COUNCIL I%EPORTS Coune~lm~n Markel spoke at length on <br /> his trip to Las Vegas for the National <br /> League of Cities Conference. He stated <br />that it was a very highl~ rewarding and inspiring trip. <br /> <br />Ceunci~m-~ Narkel suggested Femn~er's Day be e~emorated each year -- in <br />honor of the late William H. Spurgeem, our City Founder.
