SURPLUS I~ROPERTT C~4~ On motion of Councilma~ Burk, seconded by Councilman Brooks and carried, Council ordered filed Report S2-66 regarding one story, single detached dwelling at 322-S24 East Seventeeath Street an~ 1624 French S~reet; declare~ the property surplus and authorized its demolition. CAPITAL IMPROV~2~E~I~ '~2 ~ ~ Couucil considered a draft of four bon~ propositions for the April 4th ballot to assist in financing improvements pre- pared for the first five-year period of the Capital Improvements Program -- A. Sewer and Storm Drain Bonds; B. P~blic B~ilding Bonds; C. Street Bonds; and D, Park and Recreation Bonds. Coumcil discussed at length the legal and promotional aspects of the ho~d program. Co~c~lm-- McMichael asked if the program could be carried out without an increase in property tax, to which the City Ms-ager replied in the affirmative. C°Uncilmam Bmr~ suggested an increase in sewer amd storm drain f~ds by providing for Library f~mds from the General Fund rather than umder Item B. Councilman Brooks state~ his opinion that as proposed it was a ~alanced program rec~ended by the pl~.nt~g Commission an~ should not be altered. Counc~:~m-~ McMichael suggested a chs~Ee in wording o~ Item D, such as "a~diti°nal city wide parks" so that it did not give impression of so, e- thing new. Councilman Brooks ad, ed that this should Be for the continuing program of acquisition and constructicu. A motion by Counc~lm-~ Brooks to approve draft as set o~t died for lack of a second° It was moved ~y Councilman Burk, seconded by Councilman Nerrin and carried, that the draft be approved with the transfer of $660,000 from Item B to Item A anal the deletion of the words ~ranch libraries" from Item B. Councll~n ~rooks voted "No." BOARDS AND CO~I~SiONS The Mayor directed the City Clerk to supply a complete r~udowm on all Beards an~ C~tssions, when the terms expire~ and what the vacancies are, so Council can have an Wxecutive Session at the first meeting of the year to fill all the vacancies. He stated that he thought new members of Boards and CummIssions should be present at the Council meeting after appointment to be introduced to the Council an~ sworn in. Regarding all the Councilmen who are liaison representatives to various c~.~ittees, the Mayor would like to have a wrapup some time next year on where they stand and what they are doing in their positions. COUNCIL I%EPORTS Coune~lm~n Markel spoke at length on his trip to Las Vegas for the National League of Cities Conference. He stated that it was a very highl~ rewarding and inspiring trip. Ceunci~m-~ Narkel suggested Femn~er's Day be e~emorated each year -- in honor of the late William H. Spurgeem, our City Founder. The oaly things we have to remind ms of him are the Spurgeon School an~ the m-rker ma the County Courthouse lawn which was erecte~ by the Native Daughters of the Golden West in 19~o.
