TOPLESS ENTERTAINMENT The City Manager reported that an <br /> ordinance to eliminate topless enter- <br /> tainment in the city is ocing pre- <br />pared and will be reconmmended to the City Council by the administrative staff, <br /> <br />FIRST S~REMI' WIDENING C~ ,.t Council discussed Councilman <br /> Markel~s letter to the editor of <br /> The Register regarding the First <br />Street widening and reviewed the action of the City Council in postponing <br />consideration of the ordinance to widen First Street at the request of <br />Councilman Markel and not for any other reason. <br /> <br />Councilman Markel presented his own analysis and figures of cost estimates <br />for both total and partial takes on the north and south sides of First Street <br />and submitted that if his figures were used, taking only what is needed on the <br />north and south, it would come well within the appropriation of the bond pro- <br />gram and be fair to people on both sides. Councilman Brooks commented that <br />an equal take would create substandard lots in depth. <br /> <br />Mayor Harvey requested that Councilman Markel discuss his analysis and cost <br />estimates with the staff and meanwhile the other Council members would do <br />their own studying on figures and perhaps be able to reach an understanding <br />of the situation at the next meeting. Councilman Markel responded that he <br />was at the disposal of the staff. <br /> <br />CITY HALL AND CIVIC CE~ITER ~ ~! Councilman Markel, Chairman of the <br /> Council City Hall Building Commit- <br /> tee~ introduced the architect for <br />the City Hall, Don Ramberg, who presented a report to the City Council on <br />schematic plans for the building, showing numerous sketches and drawings and <br />two model layouts. Council discussed the plans at length with Mr. Ramberg <br />and the staff. <br /> <br />Mr. Ramberg explained that it was impossible to design some elements of the <br />City Hall at the pedestrian as well as parking levels until an overall de- <br />termination was made regarding the adjacent areas of the Civic Center. He <br />explained they had followed as closely as possible the design of the Civic <br />Center presented by the Cc~mmnity Facilities plan, but that a number of things <br />must be dOne at a larger scale for the City Hall and Court House, and should <br />be done while plans are still flexible. <br /> <br />Councilmen Burk and Gilmore reported on a meeting with the Civic Center <br />Authoritywherein this problem was discussed as well as a possible source of <br />revenue. Bob Thc~as, County Director of Building~ com~nented that the Civic <br />Center Authority or Commission was the proper vehicle, with the city and <br />county empowering the Civic Center Commission to design and have the cost <br />allocated on an equitable basis, but as yet there was no idea of cost. <br /> <br />It was moved by Councilman Gilmore, seconded by Councilman Herrin and carried, <br />that the City Council indicate to the Civic Center Commission that the Council <br />recognizes the need for final plans for the Civic Center area, is anxious to <br />proceed in a way that is prudent, and encourages the Civic Center Commission <br />to recomend to the City Council a request for whatever authority is needed to <br />empower the C~i~ission to proceed with a design for the entire area. <br /> <br />Mr. Ramberg advised the City Council that the final report on the City Hall <br />plans would be in their hands before the end of the week. <br /> <br />Ol~"~On motion of Councilman Markel, seconded by Councilman Gilmore~and carried, <br /> Council declared the contract complete, approved schematic plans~ and com- <br /> mended the architects for their work. <br /> <br />~ COL~CIL -141- March 6, 1967 <br /> <br /> <br />
