Adopt the following policy statement: <br /> <br />"It is and has been the intent of the City Council that <br />neighborhood traffic plans that are proposed in <br />residential areas of the City to mitigate "cut-through" <br />traffic be developed and implemented only where there is <br />demonstrated community consensus in favor of such <br />plans.
