Roll call was answered by CoUncilmen Walter Brooks, <br />Davis Burk, Lorin Griset, J. Ogden Markel, Thomas W. Thurman, and Mayor <br />Tom McNichael. Counci~m~u Wade Nerrin was absent. Also present were City <br />Manager Carl J. Thornton, City Attorney William L. ~ock, Director of Public <br />Works Romald Wolford, Director of Planning Paul Van Stevens, and Clerk of <br />the Council Doris M.
