Number of unduplicated Santa Ana residents to be served with grant funds during the 12-
month contract period = 250 PERSONS
II. Description of Work - in space below, describe the program to be funded during the 12-month contract
period including, services to be provided, program goals, client characteristics, & how grant funds will be utilized.
The Transitional Program, which lasts from 2 - 6 months, provides up to 18 families with a
private bedroom and communal kitchen and living room area (maximum of four families use
each communal space). Families eligible for this program must agree to save 80% of their
income, find employment, set weekly and long-term goals and participate in classes and
counseling sessions, substance abuse programs, take care of health issues, participate in credit
counseling and financial management classes. Family Advisors work closely with the whole
family to lend emotional support and build stability. The Transitional Program fosters the
development of personal and fiscal responsibility in order to encourage residents to become self
sufficient and contributing members of society. Each year more than 30 families "graduate" and
achieve a measure of independence.
Goals and Obiectives
• Provide shelter and supportive services to homeless families.
• Provide 34,000 bed nights and 75,000 meals annually to over 2,000 individuals.
• Of the above mentioned numbers, 250 of the residents will be from Santa Ana.
In 2002-3, OCIS provided 36,502 bed nights and 87,408 meals to a total of 2389 individuals,
1,065 of which were children. The adult client breakdown consisted of 1585 couples; 233
families; 37 single fathers; 264 single mothers; 309 single women and 12 veterans. We anticipate
participation of 250 Santa Ana residents over the next year.
The families have extremely low incomes; approximately 65% of the parents are working when
they join the program. The ethnicity is fairly evenly split — 40% is Caucasian, 35% Hispanic,
20% Black, and 5% Asian and native American. We accept homeless families coming from any
location, but the majority of the clients are residents of Orange County.
Funds will be used for staff salaries and insurance for the shelter facilities, staff and Board of
Directors.
Exhibit A "
