EXHIBIT A <br /> <br />Santa Aha College and the City of Santa Ana, contract to provide distance learning college credit <br />classes to inmates wishing to obtain an associate of arts degree. <br /> <br />Santa Ana College Agrees to: <br /> 1) Provide registration material at least 30 days prior to start of semester; <br />2) Guarantee a maximum of 7 slots for inmates; <br />3) Offer 2 or more distance learning courses to inmates per semester, with the number of <br /> inmates enrolled not to exceed seven per course; <br />4) Make course videotapes available at the beginning of semester for inmates to view at their <br /> own pace throughout the semester; <br />5) Allow inmates to complete assignments, tests, quizzes at any time prior to the deadline in <br /> order to allow each inmate to finish classes quickly; <br />6) Allow any Santa Ama College instructor currently employed at the Santa Aria Jail to proctor <br /> the quizzes/tesl/midterms. The Proctor is responsible for mailing the test items; <br />7) Allow homework and regular assignments to be mailed by the inmate to an agreed-upon <br /> college address and return graded assignments, quizzes, and test by mail within 10 working <br /> days of receipt of the item; <br />8) Allow all interactions between the students and the assigned instructor to be handled by <br /> regular mail (no phone interactions); <br />9) Allow inmates to drop with a "withdraw" rather than a "fail" if they are transferred before <br /> the end of the semester. Students dropping the course, but remaining in the facility, will be <br /> subject to a fail after the regular drop date for the semester; <br /> <br />The Santa Ana Jail Agrees to: <br /> 1) Pay incurred tuition fees within 30 days of billing, tuition cost is $11.00 per credit; <br />2) Pay for mailing of class materials fi.om the students to the conrse instructor(s); <br />3) Pay for textbooks and additional materials required, up to a maximum of $100 per inmate <br /> with payment within 30 days of billing; <br />4) Provide a VCR for the sole use of students enrolled in a credit class and allow access to the <br /> VCR for a minimum of 15 hours per week (unless general lockdown occurs); <br />5) Prepare class materials to conform to security regulations at the jail. These include, but are <br /> not limited to, reading of all college mail entering the facility, removal of hard covers fi.om <br /> textbooks, removal of staples and removal of all tape; <br />6) Provide pens for the completion of assignments (no pencils allowed); <br />7) Assure the security of Santa Aaa College distance learning videotapes while housed at the <br /> Santa Ana Jail facility; Verify that all necessary proctoring is done by a Santa Aha College <br /> instructor with security clearance; <br />8) Notify Santa Aaa College when students drop or are transferred. <br /> <br /> <br />
