EXHIBIT A
Scope of Work
Annual Accomplishment Goal
I. Number of unduplicated Santa Ana residents to be served with grant funds during the 12-
month contract period = 20 PERSONS
II. Description of Work - in space below, describe the program to be funded during the 12-month contract
period including, services to be provided, program goals, client characteristics, & how grant funds will be utilized.
The "Steps to Independence' program is a transitional shelter program whose goal is to
empower homeless women to take positive control of their lives and become
contributing members of the community. Through the 'Steps to Independence," "Senior
Step," "First Step," and "Step Up" programs, WISEPlace provides shelter, food, clothing,
counseling, and supportive services for women who are living alone. The women served
include the following high -risk populations: victims of domestic violence, former abusers
of drug and alcohol, youth emancipating from the foster care system, and senior
women.
The goal of the "Steps" programs is to take homeless women off the street and
rehabilitate them, enabling them to re-establish themselves as fully functioning
members of the community. The objective is to provide the women with time to become
stabilized emotionally, set goals and begin to accomplish the goals. The "Steps'
programs further seek to empower women to find solutions to their own problems, now
and in the future. By providing information and assistance to eliminate the issues that
led to their homelessness, the cycle of homelessness can ultimately be broken.
The short-term goal is to make each program participant self-sufficient so they will not
become a statistic in this or any other shelter in the future. Sub -goals include:
strengthening each woman's coping skills; developing each woman's sense of integrity
and self-worth; enabling each woman to have a choice in determining her future, and
empowering her to address her issues directly.
The specific goal for the CDBG funds is for the women to have a safe living
environment and nutritious meals prepared for them daily.
Exhibit A
