COMMENTS <br /> <br />Noted that the fundamental high school being developed at <br />Centennial Park has been planned for a long time and the City is in <br />dire need of new schools; he also noted that there will be a high <br />school built at the Armstrong Ranch project, and that pursuant to <br />joint use agreements, citywide events can be held at these sites <br /> <br />Councilmember Bist <br /> · Expressed concern that during the recent period when the City <br /> Library was closed due to repairs made in the building, the voice <br /> messages for the Library's phones were not changed, and some <br /> members of the public were not aware that the Library was closed <br /> · Announced that there would be a book fair sponsored by the <br /> Friends of the Library held by the fountain in the City Hall courtyard <br /> on September 3-5, 2003 <br /> · Reminded residents that the Morrison Park Concert will be held on <br /> September 20, 2003 <br /> · Stated that some of the comments from the public relative to the <br /> Downtown Santa Ana Business Improvement District (DSABA) are <br /> misleading since t he Council i s not responsible for t he actions o f <br /> DSABA <br /> <br />Councilmember Alvarez <br /> · Encouraged all residents to participate in the "Race for the Cure" on <br /> September 28, 2003 <br /> · Encouraged residents to join local neighborhood watch programs <br /> and emphasized the need to know that your neighborhood is safe <br /> · Reminded residents that now that school is in session, everyone <br /> needs to be more cautious when driving <br /> <br />Mayor Pre Tem Franklin <br /> · Attended a Morrison Park Neighborhood meeting and heard <br /> presentations from the Principal at Santiago School and the PTA <br /> president; also speaking was the new owner of the Sizzler <br /> Restaurant on Seventeenth Street who spoke about the purchase <br /> of the franchise and the plans for the restaurant. <br /> · Received complaints from residents that their cable television <br /> reception on Channel 13 was either fuzzy or non-existent; he noted <br /> that the problem was located on Mt.
