<br />, <br /> <br />. <br /> <br />Santa Ana WIB funds will support OCCC's mission and enabl.e Santa Ana youth to <br />earn... learn... and serve. That is, they will earn a living while they learn important job <br />skills and work ethics; further their education by obtaining a high school diploma or <br />completing other educational goals; and serve Santa Ana by completing important <br />construction or housing rehabilitation and park projects that benefit the people of Santa <br />Ana and Orange County. <br /> <br />Indicate what the program will accomplish. <br />OCCC's program will accomplish several objectives including providing valuable, <br />marketable work experience, education, 'training, as well as development of a lifelong <br />work, conservation, and community service ethic. <br /> <br />This proposal will create 50 jobs for Santa Ana youth on projects that will improve and <br />enhance the City of San!:3 Ana. These youth will not only earn a living while they are <br />employed on these projects, but they will also improve their work and education skills to <br />become more marketable and employable adults. <br /> <br />Not many programs exist to prepare low-income, non-college bound, high school <br />dropouts for the world of work. The majority of State, County and local resources are <br />focused on "School to Career" and/or criminal justice "hqok 'em and book 'em" activities. <br />OCCC is focused on serving those young adults who are not in school and at- risk of <br />problem behaviors if not given the opportunity to succeed. <br /> <br />Our target population is low-income, at-risk, out-of-school, 16-21 year old Santa Ana <br />youth. These disadvantaged young adults are in need of academic remediation, <br />employment skills training, supportive services, career development assistance, and in <br />many cases, life skills training (e.g., money management, parenting, independent living, <br />and stress management training). <br /> <br />The typical OCCC cms is disadvantaged, at-risk, with limited job skills, little/no work <br />history and has below grade level educational skills. Crime, gang activity, teen <br />pregnancy, substance abuse and unemployment are only a few of the many challenges <br />faced by OCCC cms. In many cases, these young adults have disengaged from society. <br />It is imperative to educate and train this disadvantaged, at-risk population. <br /> <br />The OCCC takes a holistic approach to working with these young adults to provide them <br />with opportunities to develop their personal, professional, and educational skills. OCCC <br />addresses this need through work/learn community projects that engage cms in the <br />workforce, school and their community. Through a combination of classroom instruction, <br />on-the-job training and community service opportunities, OCCC facilitates the short-term <br />and long-term development of Santa Ana youth. OCCC enhances personal <br />development; facilitates the development and completion of educational goals; and <br />develops the work skills and work ethic to successfully enter today's labor market. <br /> <br />In addition, like many cities in Orange County, park maintenance, conservation and <br />preservation of Santa Ana recreation areas (parks and the Santa Ana Zoo) is becoming <br />more crucial as increased use, vandalism, and limited funding leave local public areas <br />in disrepair and unsafe.
