Mayor Tom McMichael was absent. Also present were City Manager <br />Carl J. Thornton, City Attorney Willia~. L. Mock, Director of Public Works <br />Ronald Wolfor~, Pl---ing Director Van Stevens, and Clerk of the Council <br />DDris M.
