Motion: <br /> <br />PUBLIC HEARINGS <br /> <br />Project approved by Planning Commission at its July 28, 2003 meeting by <br />a vote of 5-0 (Lutz and Nalle absent) <br /> <br />Applicant: Westar Associates <br /> <br />Legal Notice published in the OranRe County Re.qister on September 5, <br />2003 <br /> <br />Presentation of staff report by Cindy Nelson, Deputy City Manager for <br />Development Services. <br /> <br />Written communication received: letter from Julie Stroud, RiverView <br />Neighborhood Association, requesting that the matter be sent back to the <br />Planning Commission for further review. <br /> <br />Patrick Murphy and Eric Nelson, representing the appellant, Red Mountain <br />Retail Group, expressed concerns about the proposed construction of a <br />Starbucks Restaurant at 2701 North Bristol Street. <br /> <br />Peter Koetting and Bob Best, representing the applicant, Westar <br />Associates spoke in support of the proposed project. <br /> <br />The following individuals spoke in general support of the proposed project <br />but raised concerns including potential traffic congestion and parking <br />issues: James O'Connor, Bud Warrick, Jerry Wood, Dave Hoen, and <br />John Schulte. Mr. Warrick and Mr. Schulte suggested that the matter be <br />referred back to the Planning Commission for further review. <br /> <br />Grey West spoke in support of the project, and Mr. Robert Levyssoth, <br />representing Starbucks spoke in support of the current proposed site plan <br />for the project. <br /> <br />Public Hearing Closed <br /> <br />Council Discussion ensued. Councilmember Solorio moved that the <br />matter be continued two weeks to allow the neighborhood to provide more <br />input. There was not a second to this motion. Councilmember Franklin <br />spoke in support of the proposed project and noted that there was not an <br />opportunity to start from scratch, but given the physical limitations of the <br />site, the plan approved by the Planning Commission was the best plan. <br /> <br />Adopt Resolution: <br /> <br />RESOLUTION NO. 2003-077 - A resolution of the City Council of the City <br />of Santa Ana approving Conditional Use Permit No. 2003-17 as <br />conditioned to allow a drive-through window service and Variance No. <br /> <br />CITY COUNCIL MINUTES 313 SEPTEMBER 15, 2003 <br /> <br /> <br />
