EXHIBIT A City of Santa Ana and WIB - RFP for Welfare-to-Work <br /> Participants for Apprenticeship and Affi/iated Training Program <br /> 1. Executive Summary <br /> Basic Progr;~m Approach - MCS Rehabilitation, inc. (MCS), lead agency of the Hollywood Wo~Source <br /> Center for the City of Los Angeles WIB, has been working in partnership with hospitals in Los Angeles <br /> County since 1987 and with Orange County health care providers since June 2002 as part of our SoCal <br /> NurseWorks Collaborative Partnership that was established in response to the Governor's call for <br /> establishing regional training collaborative partnerships in "Health Care Region - 8" (i.e., Orange/Los <br /> Angeles Counties) for the Nurse Workforca Initiative (NWl) SFP submitted by SoCal NurseWorks at the end <br /> of July 2002. We are currently awaiting the release of $850,000 in second round funding for our project. <br /> MCS has been providing training and employment activities under Vocational Rehabilitation since 1987, and <br /> continued through our JTPA contracts for comprehensive OJT services with the City of Los Angeles from <br /> 1994 to 1997; whereupon we developed OJTs in the biggest of LA's hospitals: Cedars-Sinai, 'Queen of <br /> Angeles, and Kaiser-Permanente (both hospitals and physician groups), just to name a few. MCS has <br /> through its WorkSource Cer~ter continued these on-going relationships of partnering for the last 15 years, <br /> and as time has passed the need for, and demand in the health care industry has increased dramatically, <br /> such that, Health Care is one of the four main industry clusters we concentrate upon at our Center. <br /> <br /> Unmet Health Care Training Needs our Project Activities and Outcomes will Address - The shortage <br /> of qualified nursing staff, at all levels, is a statewide concern. This training project through the SoCal <br /> NurseWorks partnership will address the current shortage by providing skills training for Certified Nursing <br /> Assistants (CNAs) at a lower cost to collaborative and non-collaborative employers on hand with the <br /> targeted participants of the Santa Ana WlB's WtW staff. <br /> <br /> Through our collaborative efforts and the partners of the SoCal NurseWorks: unions (SEIU, California <br /> Nurses Association (CNA), UNAC, UAW, and AFL-CIO), hospitals (Anaheim General, CHOC, Kaiser <br /> Permanente, and Tenet Health ), clinics (Anaheim Terrace Care Center and Orange Family Medicine), <br /> nursing homes (Golden State~ Angels), and training/service providers [Santa Monica College (SMC) and <br /> Service Employees International Union (SEIU) local 434b], we have developed our current workforce <br /> delivery system with innovations to the conventional methods of training/education, which has not been <br /> adequate enough to meet the needs of the health care system. Many current participants/potential <br /> employees lack the support mechanisms to effectively and efficiently provide quality health care due to <br /> stresses from home-related situations, learning disabilities, and the lack of compatibility between training, <br /> <br /> home life, and the "real-world" of job demands. Many potential would be health care professionals become <br /> <br />' quickly dissatisfied of the current health care system, including the classroom and testing system for <br /> certification to fulfill the hiring needs of California, and particularly here in Southern Californian hospitals, <br /> medical centers, and nursing homes. To this end, the SoCal NurseWorks' innovative designs will address <br /> both the special needs of Santa Ana's WtW participants that have been targeted by Staff and/or assessed <br /> for the health care industry. <br /> <br />Page 2 of 15 <br /> <br /> <br />
