<br />\ <br /> <br />. <br /> <br />. <br /> <br />EXHIBIT A <br /> <br />Alton Avenue Overcrossing Project <br />Additional Scope of Services <br /> <br />January 2, 2001 <br /> <br />Escalation Resulting from Delay <br /> <br />This contract was originally signed approximately 6 Y2 years ago (June 17,1994). The original <br />schedule anticipated that the project would take approximately 2 years. There have been <br />several delays caused by such things as: <br />. Staff changes at Caltrans and FHWA <br />. The development and subséquent deletion of drainage options for Lane Channel <br />. Army Corps of Engineers permitting process changes in the last 2 years <br /> <br />This has resulted in a delay of 4 Y2 years to date, and completion is not reasonably anticipated for <br />9 to 12 months. . <br /> <br />Based on the hours that have been spent to date and those that are projected until the end of the <br />project, the cost of the delay totals: $22,424 <br /> <br />Additional Project Management <br /> <br />The additional time that this project has continued has resulted in additional project management <br />task - continuing project administration, coordination with other agencies, monitoring and billing. <br />These activities consume an average of 8 hours a month of my time. At my billing rate ($104.62), <br />over the past five years (60 months), that totals: $50,218 <br /> <br />Additional Scope <br /> <br />The current scope includes the development of six versions of the Environmental Document <br />(draft and final Screencheck Environmental Document, Draft Environmental Document, draft and <br />final Final Environmental Document, and an updated Screencheck Environmental Document as <br />described in the Amendment scope). To date, nine versions of tlie Environmental Document <br />have been prepared and at least three more are anticipated (Draft Environmental Document and <br />draft and final Final Environmental Document), for a total of 12 versions. Preparation each of the <br />6 versions of the Environmental Document that exceed the contract has required or will require <br />40 hours of staff time, 16 hours of review by the environmental task leader and 2 hours of review <br />by the project manager for a total cost of: $24,972 <br /> <br />Further, there have been a few issues that had to be revisited because of changes in standards <br />over time (past the scheduled completion date) or changes in the positions presented by the <br />various agencies because of changes in staff. Specifically, these are: <br />. The development and subsequent elimination of the drainage options <br />. The need to obtain several opinions from the Army Corps of Engineers regarding their permit <br />because of changes in their regulations over time <br />.
