RESOLUTION NO. 2003-083 <br /> <br />THE RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA ESTABLISHING THE BRISTOL MANOR <br />PERMIT PARKING DISTRICT <br /> <br />10/28/03 LES <br /> <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br /> <br /> SECTION 1: The City Council of the City of Santa Ana hereby, finds, <br />determines and declares as follows: <br /> <br /> a) Section 22507 of the Vehicle Code of the State of California <br />authorizes a city to prohibit stopping, parking or standing of vehicles on certain <br />streets and to establish a permit system exempting residents, merchants and <br />guests from the prohibition. <br /> <br /> b) Pursuant to Article XI (commencing with Section 36-480) of <br />Chapter 36 of the Santa Ana Municipal Code, (hereinafter "Article XI") the City <br />Council of the City of Santa Ana is authorized to adopt a resolution establishing <br />Permit Parking Districts wherein parking restrictions apply to all vehicles except <br />vehicles which have been issued parking permits pursuant to said Article. <br /> <br /> c) Due to conflicting land use, the Bristol Manor residential <br />neighborhood is in need of a Permit Parking District in order to protect <br />neighborhood integrity against excessive intrusion of multi-family, non-residential <br />and commuter vehicle parking. <br /> <br /> SECTION 2. The Bristol Manor Permit Parking District is hereby established, <br />to consist of that area of the City of Santa Ana generally bounded by, but not including <br />the following streets: E dinger A venue o n t he north; Main Street on t he east; Warner <br />Avenue on the south, and Bristol Street on the west. Flower Street in the central part of <br />the district is excluded. This area is more particularly depicted in "Exhibit 1," attached <br />hereto and incorporated herein by reference. Creation of the district in this area does <br />not imply that permit parking will necessarily be installed on every block. <br /> <br /> SECTION 3. The parking restrictions imposed pursuant to Article XI and this <br />Resolution shall apply to any block within the Bristol Manor Permit Parking District only <br />after a petition signed by the owners of sixty-six percent (66%) or more of the residential <br />lots abutting such block have filed a petition with the Executive Director of the Public <br />Works Agency expressing their desire for such parking restrictions, and after signs <br />indicating the parking restrictions on such block have been erected in accordance with <br />Article XI. After the resolution is adopted, a 24-hour permit parking restriction will be <br />installed on the block of Berkeley Street, between Baker Street and Shelton Street, <br />which has qualified for the permit parking. <br /> <br />Resolution No. 2003-083 <br /> Page 1 of 4 <br /> <br /> <br />
