RESOLUTION NO. 2003-089 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA AUTHORIZING THE EXECUTIVE DIRECTOR <br />OF THE COMMUNITY DEVELOPMENT AGENCY TO <br />EXECUTE ALL NECESSARY DOCUMENTS TO ACCEPT <br />AND IMPLEMENT THE FY 2003 WEED AND SEED <br />GRANT FROM THE UNITED STATES DEPARTMENT OF <br />JUSTICE. <br /> <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br /> <br /> Section 1. The City Council of Santa Ana hereby finds, determines and <br />declares as follows: <br /> <br />The City of Santa Ana has been selected to receive a grant from the <br />United States Department of Justice, in the amount of $450,000.00, for the <br />2003 funding year. <br /> <br />The Omnibus Crime Control and Safe Streets Act provides funds for the <br />Weed and Seed Grants Program. This is the third year the grant funds <br />have been allocated to the S.A.I.N.T. Program, in the amount of <br />$225,000.00 and the S.P.I.R.I.T. Program, in the amount of $225,000.00. <br /> <br />During this project period, law enforcement efforts will focus on reducing <br />the level of street narcotics trafficking and preventing organized criminals <br />from building coalitions among street gangs in the target areas. <br />Community policing goals include focusing on positive police interactions <br />with residents in order to open the channels of communication concerning <br />criminal activity in their neighborhoods. Prevention, intervention, and <br />treatment goals include focusing on increased par[icipation of school <br />personnel and community-based organizations to improve academic <br />achievement and increase youth opportunities to participate in the Weed <br />and Seed strategy. Neighborhood restoration goals will focus on <br />community economic development and the identification and recruitment <br />of residents to become involved in economic and social revitalization. <br /> <br /> Section 2. The City Council authorizes the Executive Director of the Community <br />Development Agency to execute all necessary documents to implement the 2003 Weed <br />and Seed Grant Continuation Agreement, accept grant funding in the amount of <br />$450,000.00 and appropriate $225,000.00 to the S.A.I.N.T.
