MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br /> CITY OF SANTA ANA, CALIFORNIA <br /> <br />May 19, 1969 <br /> <br />The meeting was called to order at 2:00 P.M., in the Council Chambers, <br />217 North Main Street, with the £ollowing Councilmen present: Walter Brooks, <br />J. Ogden Marks1, Ray Villa, and Vice Mayor Wade Herrin. Mayor Lorin <br />Griset, Councilman Jerry M. Patterson, and Councilman Thomas W. Thurman <br />were absent, but Councilman Patterson arrived later. Also present were <br />Assistant City Manager Bruce Spragg, City Attorney William L. Mock, <br />Director o£ Public Works Ronald Wol£ord, Director of Planning Van Stevens, <br />and Clerk of the Council Florence I. Malone. <br /> <br />MINUTES It was moved by Councilman Brooks, <br /> seconded by Councilman Villa, to approve <br /> the Minutes of the Regular Meeting o£ <br />May 5, 1969 as submitted. Councilman Marks1 objected to the £act that under <br />the presentation of the "Community Climate Appraisal for Industry and Business", <br />presented by James Gilmore, his remarks at the conclusion of the report regard- <br />ing the inadv/sability of permitting commercial encroachments in industrial areas <br />had not been included in the May 5th Minutes. Councilman Marks1 also stated' <br />his objection that his remarks in regard to the Memory Lane Extension, wherein <br />he made a plea that a route be adopted that would not do away with the homes dn <br />Owens Drive, were omitted and that he could not approve the Minutes as presented. <br /> <br />Councilman Patterson arrived at the meeting at 2:15 P.M. <br /> <br />Councilman Brooks stated his opinion that the Clerk was keeping the Minutes in <br />accordance with the City Charter and with the law; he also stated that the Council <br />was considering having the meetings taped and he thought this would work out <br />satisfactorily. Councilman Villa said if the Minutes were t~ken verbatim, they <br />would be too volurainous to read. Vice Mayor Herrin stated that the only way to <br />achieve what Councilrn~n Markel desired would be to l~ve the entire proceedings <br />taped, and he felt the Minutes were adequate. Councilman Patterson expressed <br />his opinion tlmt the Minutes as written were quite effective and the meetings Were <br />too lengthy to put down everything that was said; that the Minutes should re£1ect <br />the action of the Council. He felt that ii the meetings were taped, if a Councilman <br />wished to correct or add something to the Minutes, it could be done and the tape <br />could be destroyed after a certain period of time. <br /> <br />The motion to approve the Minutes of the Regular Meeting of May 5, 1969, as <br />submitted, was passed, with Councilman Marks1 voting <br /> <br />The Clerk stated that if a Councilman wished certain statements to be included <br />in the Minutes, he had only to say "For the Record", and the remarks would be <br />taken down and recorded in the Minutes. <br /> <br />CITY COUNCIL <br /> <br />- 211 - <br /> <br />May 19, 1969 <br /> <br /> <br />
