M for a 4th of July Program <br />was granted, on mot£o,~ of Councilman'Bro0ks, Seconded by Councilman Patterson <br />and unanimously carried. <br /> <br /> PARKS AND RECREATION Mrs. David (Joyce) Greene was appointed <br /> APPOINTMENT to the Board of Recreation and Parks for <br /> the term expiring June <br /> , 30, 1973, on ~ <br /> motion of Councilman Brooks, seconded by Councilman Markel and unanimousl~ I <br /> carried. : <br /> <br /> ORAL COMMUNICATIONS Councilman Patterson stated for the re- <br /> cord that he attended the Black Panther <br /> meeting recently held in Anaheim as an <br /> observer and not as a representative of the City. <br /> <br />The City Manager reported that the street work on the interconnection between <br />4th and 6th would be completed by the end of the week, and that the meters on <br />4th Street would be removed on the weekend, so that a new traffic system would <br />be in effect in the downtown area on June 23rd. <br /> <br />The City Manager reported that several interns would be hired for the summer <br />season only. <br /> <br />Councilman Markel requested that the following statement be included in the <br />Minutes of the meeting of June 2, 1969, under "City Hall Project": <br /> <br />"Among other things, Councilman Markel also stated that the Court House <br />design made it one of the outstanding architectural show places in Southern <br />California. He aiso stated that the Presbyterian Church people were buying <br />all available property in the square to the east of the Court House and were <br />planning a parklike landscape that will lend a magnificent beauty to the area <br />which is the easterly entrance to the Civic Center. He also expressed con- <br />siderable concern at the possibility of converting the Court House building <br />into a County library, thereby drawing from sponsorship and patronage of <br />many Orange County people from our own Bowers Museum. Councilman <br />Markel expressed disbelief of the fact that since the Council can order <br />construction of sewers, water mains, streets, and fire halls the Council <br />can order City Halls built without consent of the people. Councilman Markel <br />said that the defeat of two recent bond elections was conclusive evidence that <br />the people of Santa Aha are not interested in a City Hall at this time." <br /> <br />STATE BAR ASSOCIATION On motion of Councilman Patterson, <br />CONVENTION seconded by Councilman Brooks and <br /> unanimously carried, City Attorney <br />WiLLiam L. Mock was authorized to attend the convention for the State Bar <br />Association at City expense, and Mr. Mock was commended for this honor <br />being bestowed upon him through the office of James Penney, President of the <br />Orange County Bar Association. <br /> <br />CITY COUNCIL <br /> <br />- 252 - June 16, 1969 <br /> <br /> <br />
