ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA, CALIFORNIA <br /> <br />JUNE 30, 1969 <br /> <br />The meeting was convened at 7:30 P. M., in the Mayor's Office at City <br />Hall, 217 North Main Street, the Order of Adjournment having been <br />posted, with evidence on file in the office of the Clerk of the Council. <br />Councilmen present were: Wade Herrin, Walter Brooks, J. Ogden <br />Markel, and Mayor Lorin Griset. Councilmen Jerry M. Patterson, <br />Thomas W. Thurman and Ray Villa were absent but Councilmen <br />Patterson and Villa arrived at 7:35 P. M. and 7:37 P. M., respectively.~ <br />Also present were City Manager Carl J. Thornton, Clerk of the Council <br />Florence Malone and a representative of the Press. <br /> <br />1969 - 1970 BUDGET The proposed Annual Budget for the <br /> fiscal year 1969 - 1970 was formally <br /> presented to the Council by the <br />City Manager who explained that the recommended 26 cent property tax <br />rate increase would be used entirely to supPort the proposed Capital Im- <br />provement Program, After a review of the Summary pages by the City <br />Manager, the Council examined and discussed, on an individual basis, <br />Pages 1 through 59 of the proposed Budget. <br /> <br />Mayor recognized Mr. Tom McMichael, 517 East Buffalo, who questioned <br />the "wisdom" of the proposed 26 cent tax increase. He stated that the <br />proposed increase combined with a school override tax of approximately <br />75 cents and an approximate 10 per cent increase in assessed valuation <br />would be putting too much back on the home owner in one given year. <br />He urged the Council to look closely at the Capital Improvements Program <br />in the hope that they might be able to pare it down. <br /> <br />ADJOURNMENT At 10:50 P. M., the meeting was <br /> adjourned to 4:00 P.
