AD$OURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA, CALIFORNIA <br /> <br /> July Z, 1969 <br /> <br />The meeting was convene~ at 4:00 P.M., in the ~iayor s Office at City Hall, <br />217 North Main Street, Order of Adjournment having been posted, with evidence <br />~n file in the office of the Clerk of the Council. Councilmen present were: <br />Wade Herrin, Walter Brooks, J. OgdentMarkel, and Mayor Griset. Councilmen <br />Jerry M. patterson, Thomas W. Thurrn~n ,a~d Ray Villa we.r.e absent, but <br />CoUncilmen Patterson and Villa arrived ~t 4.30 P.M., and 4.50 P.M., respectively. <br />Als° present were City Manager Carl J.l Thornton, Clerk of the Council Florence <br />I. Malone, and a representative of the P?ess. <br /> <br />1969-1970 BUDGET <br /> <br />review on a page by page basis. <br /> <br />Council continued study of the Annual <br />Budget for 1969-70 and completed its <br /> <br />During consideration of the proposed Capital Outlay expenditures, the Mayor <br />recognized Mrs. Sanice Boer, 912 N. Lowell, who inquired if a tape recorder <br />for Council meetings and a sound system replacement for the stadium had been <br />provided for in the proposed Budget. The City Manager advised that no pro- <br />vision had been made for those items. Mrs. Boer also questioned the need for <br />a "city automobile" by the City Attorney's Department. <br /> <br />CoUnciln~an Markel stated that he would take the proposed Budget under submission. <br /> <br />CoUncilman Patterson stated that he was pleased with the Budget; that in addition <br />tom property tax increase, other sources of revenue should be fully explored. <br /> <br />Councilman Herrin stated that the tax rate increase should have been on a <br />gradual scale in proportion to the increased costs of government over the past <br />years; tl~at we have now come to a point where it is necessary to make up for <br />lost time; and that he would also like to review again some of the additional tax <br />source 8 · <br /> <br />Mayor Griset stated that past years' tax rate reductions were unrealistic in face <br />of the demands made on city government for services, the population expansion, <br />and the problems of inflation; that even the proposed Capital Improvements do not <br />cover all of the things that need to bedone; and that the passage of bond issues <br />represents the only kind of sound financing to meet the City!s needs. <br /> <br />CoUncilman Villa stated that endeavoring to gain public approval and understanding <br />of the necessity for the proposed tax rate increase was the greatest problem <br />facing the Council. <br /> <br />Councilman Brooks stated that the community should be made to realize that <br />passage of a bond issue would mean an immediate decrease in the tax rate. <br /> <br />CITY COUNCIL - Z55 - July Z, 1969 <br /> <br /> <br />
