FY 02 State Domestic Preparedness Program <br />Orange County Operational Area <br /> <br />PROGRAM NARRATIVE - EXERCISE <br /> <br />Problem Statement <br />Provide narrative of how the exercise allocation fits with your overall <br />Operational Area needs, as reflected in the previous CDP Needs Assessment. <br />(If your needs have changed since the previous assessment, please explain <br />the changes.) The narrative should also include: <br /> · which threat is the most likely (based upon needs assessment) <br /> · what type of exercises are needed to address the threat <br /> · how many of each type of exercise are needed <br /> · how many jurisdictions are expected to participate in each exercise, and <br /> from which disciplines <br /> · a description of how the cities, special districts, and county agencies were <br /> involved in the OA's decision-making process with respect to the exercise <br /> program. <br /> <br />The CC CA Executive Board approved the grant funding to be allocated to develop an <br />exercise focusing on the CC Private Sector Terrorism Response Group (PSTRG) and <br />the CC Terrorism Early Warning Group (TEWG). The CC CA Executive Board <br />represents the 114 members of the CC CA. The funding provided for in this grant will <br />allow for one tabletop exercise. The Exercise will be an CA Exercise (it will not be held <br />in conjunction with or in lieu of the Annual CA Exercise that is required in the <br />Emergency Management Performance Grant), and the CC CA will be invited to <br />attend/participate. The participatns will include the representation of the multi- <br />agency/discipline CC TWG which includes all needed first and secondary responders of <br />jurisdictions/agencies in such an event. <br /> <br />During the FY '99 Needs Assessment, the CC 'RNG developed a Vulnerability <br />Assessment for Potential Targets in CC. Representatives from the Vulnerability <br />Assessment from CC are the membership of CC PSTRG. The mission statement of the <br />CC PSTRG is: <br /> <br />"Support the National Strategy for Homeland Security and other state and local <br />counter-terrorism efforts by effectively addressing private sector safety, incident <br />management, and public health consequences of potential terrorist attacks on <br />the Critical Infrastructure within Orange County, through information and physical <br />resource sharing in the Operational Area." <br /> <br />The varied attractions in Orange County draw large diverse populations of attendees <br />that are vulnerable to terrorist attacks. In terms of population, Anaheim is the tenth <br />largest city in California, and the 59th largest city in the nation. The city has a <br />permanent population of 310,000 and a visitor population of 22 million annually. <br />Orange County has a large tourist population annuatly due to venues such as <br />Disneyland/Disney's California Adventure, the Anaheim Convention Center, the <br />Arrowhead Pond, Edison International Field (American League host of the 2002 World <br />Series), Knott's Berry Farm, and the Huntington Beach Surf Competition, Orange <br /> <br /> <br />
