RECESS <br /> <br />Council members present. <br /> <br />At 9:10' P,. M,., a ten minute .recess <br />was declared. The Council recon- <br />vened at 9:25 P. M., with the same <br /> <br />HUMAN RELATIONS COMMISSION (continued) <br /> <br />The City Manager explained the duties of the Community Relations <br />Coordinator. <br /> <br />Reverend Gough stated that he thought the Coordinator and Human <br />Relations Commission could work hand in hand and strengthen each <br />other. He distributed copies of a resolution adopted by the Counc/1 <br />of Churches. <br /> <br />Clarence Jacksen, President of the Orange County Chapter of the <br />N. A. A. C.P. stated there was a real need for a Human Relations <br />Commission in order to have communication between the community <br />and the officials downtown and that the commission should include <br />people of the minorities. <br /> <br />Jeanette Oppenheimer, Director of Social Services of the Childrens <br />Hospital of Orange County, read a letter from the Orange County <br />Chapter of the National Association of Social Workers, requesting <br />formation of a Human Relations Commission and offering their <br />services. <br /> <br />It was moved by Councilman Patterson, seconded by Councilman Villa, <br />that the Council appoint a Human Relations Formation Committee, <br />composed of Councilmen, Staff representatives, representatives of <br />minority groups, church groups, and a Chamber of Commerce <br />representative to (1) study the need for a Human Relations Commis- <br />sion; (2) determine the functions, relations and goals of such a <br />commission; and (3) determine the appropriate membership of such <br />a commission. The motion was adopted by the following roll ca]/ <br />vo~e: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Brooks, Patterson, Thurman, <br />Herrin <br />Markel <br /> <br />Villa, Griset <br /> <br />On motion of Councilman Patterson, seconded by Councilman Villa <br />and unanimously carried, it was determined that the composition of <br />t he Human Relations Formation Committee would be two members of <br />the City Council, three members of the Negro community, three <br />members of the Mexican-American community, and three members <br />of the white community. <br /> <br />Councilman Thurman left the Council meeting at 10:05 P.M. <br /> <br />On motion of CounciLman Herrin, seconded by Councilman Brooks and <br />unanimously carried, Councilmen Patterson and Villa were appointed <br />as.the two members of the City Council to serve onthe Human Helations <br />Formation Committee. <br /> <br />CITY COUNCIL <br /> <br />-271- July 7, 1969 <br /> <br /> <br />
