In' view of the fact that a letter from <br />Wind Ambulance Service had been subsequently received requesting re- <br />moval from the list, it was moved by Councilman Herrin, seconded by <br />Councilman Villa and unanimously carried~ to remove Wind Ambulance <br />Service from the rotation call list. <br /> <br />RECESS <br /> <br />Council members present. <br /> <br />At 3:00 P. M., a ten minute"recess <br />was declared. The Council l'econ- <br />vened at 3:10 P. M., with the same <br /> <br />Councilman Patterson arrived at the meeting at 3:10 P.M. <br /> <br />INTER-AMERICAN <br />MUNICIPAL ORGANIZATION <br /> <br />The request from the NatiOnal League <br />of Cities for Santa Aha t° become a <br />member of the Inter-Ameri%an Munic- <br /> <br />ipal Organization was considered by Council. Councilman Villa'S~ated <br />that he had attended for two days the Sister City Program with the City' of <br />Fullerton and its sister city, the City of Moralia, and that it was very <br />gratifying to him to see the friendship being established between those <br />two cities. He said that it did take effort and leadership on the part of <br />the City government to get something going. Councilman Villa felt that <br />it is the City's responsibility if we are going to be effective in 'a people- <br />to-people program; he stated that he would like to see this Council act as <br />people in a program of this sort and not as some far off entity or machine, <br />that the Council is people and that the Council can have this cordiality and <br />this rappOrt with people and officials of a city in another country. He <br />exPressed the opinion that this can work and we do have to get involved <br />and take on our own program; he also stated that nothing has been done <br />with our people-to-people program for the last year or 'year .and a half <br />because it had been left to someone else. Councilman Herrin stated <br />that he felt that the people-to-people program had come to a stalemate <br />because it has come to be one which is supported entirely by public <br />funds between various cities and that there is a different feeling between <br />two cities if the people know it i~ on a voluntary basis where people are <br />giving of their own money and services rather than compulsory use of <br />public funds~~ ~' <br /> <br />CITY COUNCIL <br /> <br />-262- July 7, 1969 <br /> <br /> <br />
