PUBLIC HEARING - ZONING <br />ORDINANCE AMENDMENT (Continued) <br /> <br />Councilman Markel voiced his opposition to the proposed Zoning Ordinance <br />Amendment, stating that a great deal of money had been spent on the Master <br />Plan for this city; that he had noticed the encroachment of commercial <br />offices for two years in our industrial area; that he was an outstanding <br />proponent for a good industrial area in the city; that he felt that businesses <br />in the industrial area would enhance the fine potential in the downtown area; <br />that one of the biggest arguments in setting this up was the competition <br />from the Irvine Company and ~he surrounding communities, and that we <br />will have that competition regardless of whether or not the proposed <br />Amendment is approved. <br /> <br />On motion of Councilman Herrin, seconded by Councilman Villa, the <br />proposed Zoning Ordinance Amendment was approved and the City Attorney <br />was instructed to prepare an ordinance to amend Section 9230. 281 of the <br />Municipal Code to permit administrative and professional offices in the <br />M 1 District, on the following roll call vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Herrin, 'Patterson, Thurman, Villa, Griset <br />Markel <br />Brooks <br /> <br />RECESS <br /> <br />present. <br /> <br />At 7:50 P.M., a five minute recess <br />was declared. M., with the same members <br /> <br />PUBLIC HEARING <br />1969-70 BUDGET <br /> <br />Hearing was opened on the Proposed <br />Budget for Santa Ana for the fiscal <br />year 1969-1970. <br /> <br />William Wenke, President of the Santa Ana Chamber of Commerce, re- <br />ported that the Chamber of Commerce felt that the proposed Budget was <br />a step forward in solving the problems of our Master Plan, in which the <br />bond issues were not successful; that the Chamber was most concerned <br />that the City meet its needs for capital improvements and felt they are <br />vital for retail, commercial and industrial business; that the Chamber <br />was concerned with the total environment of the City; that the Adminis- <br />tration had done an excellent job on acquisition of land for parks with <br />limited funds; that the Chamber was in favor of the tax increase; and that <br />the Chamber of Commerce enthusiastically supported approval and <br />adoption of this Budget. <br /> <br />Gordon Bricken, Chairman of the Planning Commission, reported <br />orally on the Planning Commission's request for an additional alloca- <br />tion of $50,000 in the Budget to implement a program of Planning <br />projects, including South Main Land Use Study, study of the Housing <br />Element of the General Plan, review of the Zoning Ordinance, study <br />of the Park Element of the General Plan, Southwest Central study, <br />urban beautification study, and Civic Development area study. <br /> <br />CITY COUNCIL <br /> <br />-282 - <br /> <br />July 22, 1969 <br /> <br /> <br />
