INSURANCE EXPIRES <br />I / - J S ~ 01- <br />Cl.ERK OF COUNCI.!:. 02 <br />DATE: IJ...-I"! :7 <br /> <br />Contract No. A-2003-254 <br /> <br />C :CDA <br />CA'~) <br /> <br />AGREEMENT UNDER THE WORKFORCE INVESTMENT ACT <br /> <br />THIS AGREEMENT, made and entered into this 1" day of October, 2003, by <br />and between the City of Santa Ana, a charter city and municipal corporation duly organized and <br />existing under the Constitution and laws of the State of California ("CITY") and California Hispanic <br />Commission on Alcohol & Drug Abuse, Inc. ("CONTRACTOR/PROVIDER "). <br /> <br />W-I-T-N-E-S-S-E-T -H <br /> <br />Recitals: <br /> <br />A. CITY has been designated a Local Workforce Investment Area (LWIA) under <br />the Workforce Investment Act of 1998, Public Law 105-220 ("the Act"). <br /> <br />B. The State of California has created the L WIA to administer the Act programs <br />operated by the State of California pursuant to the Act. <br /> <br />C. As a L WIA, CITY is entitled to receive federal funds to establish programs to <br />prepare economically disadvantaged youths for entry into the labor market and to provide basic skills <br />development to those individuals who are economically disadvantaged or otherwise face serious <br />barriers to succeeding in life. One goal of California's Workforce Investment System is to provide <br />youth with the opportunities to achieve career goals that will allow them to successfully compete in the <br />labor market and prepare them for higher education. <br /> <br />D. CONTRACTOR is experienced in operating education, occupational <br />development and employment programs for economically disadvantaged youths for entry into the labor <br />market ("said program"). <br /> <br />E. <br />California law. <br /> <br />CONTRACTOR is willing to operate said program pursuant to the Act and <br /> <br />WHEREFORE, for and in consideration of the respective and mutual covenants and <br />promises hereinafter contained and made, and subject to all the terms and conditions hereof, the parties <br />hereto do hereby agree as follows: <br /> <br />Page 1 of15 <br />
