Councilman Markel voted "No". <br /> <br />On motion of Councilman Herrin, seconded by Councilman Brooks and <br />carried, Council approved the Solicitation Application of First United Methodist <br />Church, Trick or Treat for UNICEF, October 26 through C~ctober 30, 1969. <br />Councilman Markel voted "No". <br /> <br />FIREWORKS PERMIT The application for public fireworks <br /> display by Atlas Fireworks Company, <br /> October 25, 1969, Santa Aha Stadium <br />(for Centennial Pageant) was granted, on motion of CounciLman Brooks, <br />seconded by Councilman Villa and unanimously carried. <br /> <br /> CENTENNIAL FIESTA Mayor recognized Mr. Donald E. <br /> D & M AMUSEMENT Quinsey, Manager of D & M Amuse- <br /> ments, 18411 Jocotal, Villa Park, <br />who stated that he had provided the amusement equipment and the booths for <br />various organizations under an agreement with Mr. Frank ~Renjamin, re- <br />presenting the Centennial Fiesta Committee; that under the terms of the <br />contract, the sponsoring agency, and not he, was responsible for any re- <br />quired license or permit fees; that apparently Mr. Benjamin had not taken <br />this provision into account; that, consequently, under protest, he had <br />posted $500 with the City to enable the Fiesta to proceed as planned; and <br />that in the final accounting with the Fiesta Committee, the Committee had <br />reimbursed him for half the amount posted, $250. <br /> <br />Mr. Quinsey requested that all license fees be waived and that the $500 be <br />returned~ half to him and half to the Fiesta Committee. He was joined in <br />this request by Mr. Benjamin. <br /> <br />At the request of the City Attorney, it was moved by Councilman Markel, <br />seconded by Councilman Herrin and unanimously carried to refer the matter <br />to the City Attorney for subsequent recommendation to the Council. <br /> <br />In response to Councilman Villa's question, Mr. Benjamin reported that <br />the Fiesta Committee had netted $430.67 from the proceeds of the fiesta. <br /> <br />BUSINESS PROMOTION DISTRICT Sanice Boer asked the Council what <br /> had been done with the balance of <br />$3,057.71 left in the account of the now defunct Downtown Business Pro- <br />motion District. The City Manager replied that the funds were still in the <br />treasury of the City of Santa Ana, Mr. Boer stated that the money was <br />collected as an assessment and requested that she be given an indication <br />at the next Council meeting of what was going to be done with these funds. <br /> <br />ADJOURNMENT <br /> <br />on motion of Councilman Herrin, <br />carried. <br /> <br /> At 9:20 P.
